Qualifications

About the Role

Reporting to the Engineering Program Executive (EPE), the Senior Engineer of Projects (Sr. EOP) will provide leadership to deliver engineering services for the assigned Tunnels, Bridges and Terminal (TB&T) capital and operating programs. The Sr. EOP will lead a team of Engineer of Projects (EOPs) and is responsible for ensuring scope, budgets and schedules align for all committed Engineering deliverables and services.

The Sr. EOP position is located at 4 WTC and is responsible for proactively identifying and mitigating project ‘red flags’ in coordination with the entire Engineering team to ensure minimal scope changes and deliver projects on time and within budget. The Sr. EOP leads the Engineering team in partnership with the Line Departments on Capital and Operating Plan delivery. The Sr. EOP sets guidance on the procedures, standards, and guidelines that establish consistent work plans, budgets, business rules and project development for the successful delivery of engineering services and projects.

Responsibilities
  • Lead, develop and motivate staff, ensuring that the highest level of staff capabilities align with the best industry engineering and project management practices.
  • Oversee performance of the engineering team and will manage project/program delivery, including the development of quality Project Management Plans and scopes, project/program reporting of budgets/milestones, and the development of corrective action plans.
  • Report regularly to EPE (and Chief of Project Delivery, as required), on project progress, issues and actions.
  • Support the Line Department’s development of authorization documents including Gate Review items, MJs, Board items, presentations and other necessary support materials that advance to Capital Planning Oversight Committee (CPOC).
  • Work with Engineering team and the Line Department to advance the most efficient project delivery mechanism including assisting in the procurement of various contracting strategies including (Design-bid-Build, Work Orders, PPP, Design Build, CMAR, etc.) by providing advisory services during document preparation, bid and award of engineer of record and construction management agreements and construction contracts.
  • Assist the EPE with State of Good Repair (SGR) prioritization, project identification and development during the 10-year Capital Plan adoption and SGR Capital Plan re-fresh.
  • Ensure prompt and effective oral and written communication among engineering teams, key Line Department stakeholders and Engineering senior staff during all project phases.
  • Attend meetings with various internal and external stakeholders as the Engineering Department representative to advance the interests of the project/program while fostering improved cooperative relationships.
Minimum Qualifications
  • A minimum of ten (10) years’ experience in progressively more responsible positions in the development and delivery of A/E transportation infrastructure and technology projects, including knowledge of design, construction and procurement.
  • Bachelor’s degree in engineering or architecture from an accredited college or university
  • Demonstrated experience directly managing diverse work groups of technical/project management professionals, and influencing project teams and internal/external stakeholders
  • Possess superior interpersonal, leadership, negotiation, problem solving, conflict resolution and decision-making skills.
Desired Qualifications
  • A Professional Engineer’s (PE) license or Architecture License in the State of New York or New Jersey
  • A Project Management Professional (PMP) Certification or demonstrated knowledge of project management and control principles, methods and tools for developing, scheduling, coordinating, estimating, managing resources, and monitoring work.
  • Demonstrated experience working on Tunnels, Bridges and Terminal capital projects
  • Thorough knowledge of Engineering’s delivery process including structural/asset integrity assessments, design and construction management, construction estimating, project budgeting, scheduling and permitting
  • Substantive knowledge and understanding of the Agency’s Capital and Operating Authorization and project management processes, policies and procedures.
  • Knowledge of management systems and platforms including ICMS, PDPS, Wintrak, Primavera (P6 Schedules, Contract Manager, and Risk Analysis) as well as corporate systems such as People Soft and SAP, is a plus.
  • Proven ability to work on fast paced projects of significant complexity and risk and effectively utilize limited available resources to achieve complex goals.
  • Demonstrated ability to develop strategies that achieve broad business goals and understand the impact on various stakeholders within and outside the Port Authority.

Minimum: $ 132,964 Midpoint: $ 172,867 Maximum: $ 212,758

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
