Job summary

Paycom - ATS seeks a Program Manager at Aberdeen Proving Ground, MD, with TOP SECRET (SCI-eligible) clearance. You will act with full authority for the contractor, directing cost, schedule, performance, and quality across the RTI mission-support team.

Responsibilities include leading the 30-day transition-in, staffing, subcontractor integration, and on-time delivery of CDRLs and expenditure reports to the Government; experience with DoW contracts and CPFF is preferred.

Qualifications

• Bachelor's or Master's degree in business or related field required.
• Minimum of 10 years of experience managing DoW research and development contracts.
• Experience leading contract transitions and staffing within compressed 30-day timelines.
• Active Top-Secret clearance with SCI eligibility preferred.

Responsibilities

• Direct total management and coordination of the task order.
• Lead 30-day transition-in, ramp-up schedule, and full staffing.
• Manage subcontractor integration and surge response within 30 days.
• Ensure timely delivery of CDRLs and expenditure reports.
• Report progress, cost, and schedule status to the Government.
