Job summary

Applied Research Solutions seeks a Senior Acquisition Program Operations Research Analyst at Hill AFB in Ogden, Utah. The candidate will lead analyses, develop reports, and support Agile implementation with government and contractors while maintaining security and DoD policy compliance.

Qualifications

• US citizen required
• Active Secret clearance required
• Bachelor’s degree in a relevant discipline plus 15 years of relevant experience; OR Master’s degree in a relevant discipline plus 10 years of relevant experience; OR PhD in a relevant discipline plus 5 years of relevant experience
• Demonstrated senior-level ability to independently analyze complex problems and provide authoritative recommendations

Responsibilities

• Perform needs analysis and consult with customers to identify opportunities and requirements for new or improved business process and information system solutions.
• Recommend functional and systems requirements, specifications, scope, and objectives; conduct business process reengineering, feasibility studies, trade-off analyses, business cases, cost estimates, and implementation planning.
• Integrate systems components, including procedures, databases, and policies, and support rigorous application of information security and cybersecurity principles and practices to the systems analysis process.
• Develop organizational analyses, benchmarking, communications plans, and decision-support products; facilitate organizational off-sites, brainstorming sessions, and structured decision-making activities.
• Lead strategic alignment exercises across IPTs and enterprises, and use manpower and task-to-manpower modeling tools to conduct what-if analyses and produce reports.
• Support implementation and execution of Agile software development in coordination with Government organizations, weapon system prime contractors, and suppliers.
• Develop DoDAF documentation and architecture views; provide training on policy, processes, procedures, and tools.
• Support JCIDS and requirements activities, including CBAs, ICDs, CDDs, CPDs, and requirements traceability, and digital modeling using tools such as DOORS, Cameo/SysML, Confluence, Jira.
