Qualifications

  • Bachelor's degree in cybersecurity or related field.
  • 10+ years of progressive experience in cybersecurity, technology policy leadership.
  • Deep expertise in cybersecurity policy, AI security, zero trust, cloud security.
  • Strong knowledge of broadband, IP networking, and Internet routing security.
  • Familiarity with NIST, ISO, IETF, and MANRS frameworks; FCC policy or related agencies preferred.

  • Represent NCTA before agencies, standards bodies, and industry forums; prepare technical communications and briefings.

Description

The Senior Director, Cybersecurity & Emerging Technologies serves as a principal technical leader supporting NCTA's advocacy and industry engagement on cybersecurity, critical infrastructure, and emerging technology matters. This position translates complex technical issues into actionable policy positions through sound technical analysis and policy judgment., represents the association before government agencies, standards bodies, and industry partnerships, and drives consensus among member companies on the industry's highest-priority technical initiatives.

Requirements
  • Technical Advisory & Rapid-Response Analysis — Serve as a trusted technical advisor and first-call resource for NCTA leadership, policy teams, and legal counsel on cybersecurity, AI, critical infrastructure, Internet security, supply chain, and emerging technology issues, providing rapid-response technical analysis in support of regulatory filings, congressional engagement, executive briefings, member coordination, public communications, and strategic advocacy.
  • Industry & Government Collaboration — Lead technical working groups and collaborate with federal agencies (FCC, CISA, DHS, NTIA, NIST, Commerce), industry organizations (CableLabs, SCTE), equipment vendors, and peer associations on shared technical and policy priorities.
  • Internet Infrastructure Security — Coordinate industry efforts on Internet infrastructure security, including RPKI, BGP and routing security, MANRS, secure interconnection, and Internet resiliency.
  • Emerging Technology Strategy — Develop industry strategies related to AI security and governance, adversarial AI, quantum readiness and post-quantum cryptography (PQC), secure-by-design principles, software and hardware supply chain security, and infrastructure resilience.
  • Infrastructure Resilience & Threat Mitigation — Lead industry collaboration supporting communications infrastructure resilience, physical security, network sabotage mitigation, and cross-sector coordination; coordinate initiatives addressing fraud mitigation, residential proxy abuse, identity security, scam prevention, SIM-related fraud, and other cyber-enabled threats affecting broadband providers.
  • Member Relationships & Consensus Building — Develop trusted relationships with senior technical leaders across member companies and build consensus on complex technical and policy issues.
  • External Representation — Represent NCTA before federal agencies, technical standards development organizations, advisory committees, industry forums, and conferences.
  • Technical Communications — Prepare white papers, technical reports, presentations, educational materials, and executive briefing documents.
  • Cross-Functional Policy Coordination – Partner closely with NCTA's Government Relations, Legal, Communications, and Executive Leadership teams to develop coordinated technical and policy positions.
  • Perform other duties as assigned.
Background/Skills/Abilities Preferred
  • Bachelor's degree in Cybersecurity, Computer Science, Electrical Engineering, Information Technology, or related field; Master's preferred.
  • 10+ years of progressive experience in cybersecurity, telecommunications, critical infrastructure, or technology policy leadership; experience within a broadband provider, CableLabs, telecom equipment vendor, cloud provider, or federal agency (CISA, FCC, NTIA, DHS, NIST) strongly preferred.
  • Deep expertise in cybersecurity policy, AI security, Zero Trust, cloud security, secure-by-design principles, software/hardware supply chain security, critical infrastructure protection, and quantum readiness, including post-quantum cryptography and federal quantum initiatives.
  • Strong technical understanding of broadband, IP networking, cable and wireless architectures, secure communications systems, and Internet routing security, including RPKI, ROAs, ROV, and BGP.
  • Working knowledge of NIST, ISO, IETF, and MANRS frameworks; FCC policy; Internet governance; and federal initiatives involving FCC, CISA, DHS, NTIA, NIST, or the Department of Commerce.
  • Experience in incident response, crisis coordination, and cyber risk management within critical infrastructure environments.
  • Ability to translate complex technical topics into actionable guidance for executives, attorneys, policymakers, engineers, and member companies, with demonstrated executive presence before senior leaders, government officials, and industry stakeholders.
  • Exceptional written and verbal communication, analytical, project management, and organizational skills, with the demonstrated ability to independently manage multiple complex projects, follow through on commitments, proactively communicate risks, exercise sound judgment, and build consensus across organizations with diverse interests.
  • Some travel required.
