Job summary

Leidos seeks a Senior Database Administrator in Baltimore, MD to help migrate and modernize the CMS CCCS database platform. You will lead architecture and migration activities, working with data teams to ensure quality and availability.

Description

The Digital Modernization Sector at Leidos currently has an opening for a Senior Database Administrator (DBA) to work in our Baltimore, Maryland office. This is an exciting opportunity to use your experience helping the Center for Medicare and Medicaid Services (CMS) migrate and modernize the database supporting its legacy Contact Center CRM Services (CCCS) platform.

Primary Responsibilities

The Senior DBA shall lead database architecture, migration, and operational support activities for the CCCS modernization effort.

Responsibilities shall include, but are not limited to:

• Lead database architecture and administration supporting migration from the legacy Oracle Siebel database to the modernized AWS PostgreSQL (RDS/Aurora PostgreSQL) environment.
• Partner with the Data Migration Lead and Data Modeler to profile, analyze, and document the legacy Siebel data model supporting migration planning.
• Support design and development of data extraction, transformation, and loading (ETL) processes leveraging AWS Glue, PySpark, and AWS DMS to move data from Siebel/Oracle to AWS PostgreSQL staging and production environments.
• Support the Data Migration Workbook by documenting data quality issues, mapping rules, and transformation logic for historical and Change Data Capture (CDC) migration.
• Administer and tune databases and support to meet the 99.9% data migration accuracy threshold and validate reconciliation results across all migrated records.
• Support database performance monitoring, tuning, and capacity planning to meet system availability (99.9%) and scalability requirements.
• Design and implement database backup, recovery, and Multi-AZ/Multi-Region resilience strategies to support disaster recovery and business continuity.
• Support integration between the Pega CRM database, the National Data Warehouse (NDW), and other CMS shared systems.
• Support the Amazon Redshift and Aurora environments, including any migration or integration activities impacting these systems.
• Implement database security controls, including encryption at rest and in transit, role-based access control (RBAC), and continuous monitoring in alignment with FedRAMP Moderate and CMS security requirements.
• Support database configuration management and change control, ensuring all database changes are documented, tested, and CMS-approved.
• Partner with the Chief Architect and program team to align database design decisions with the overall CCCS technical architecture and data ownership/portability objectives.
• Support database-related Definition of Done criteria, ensuring database changes are unit tested, integrated, and validated prior to release.
• Troubleshoot and resolve database performance issues, defects, and data quality issues, supporting production operations.
• Support cutover planning, rehearsal, and final production migration validation, ensuring zero operational disruption during go-live.
• Document database architecture, data models, and operational procedures to support requirements traceability and the Transition-Out Plan.
• Mentor and provide technical guidance to Data Modelers and ETL Developers on database design, performance tuning, and migration best practices.
• Communicate technical status, risks, and dependencies related to database architecture and data migration to CMS leadership, and Leidos management.
• Support Sprint Review demonstrations and User Acceptance Testing (UAT) activities related to data migration and database functionality.
• Actively participate in planning sessions, requirements gathering activities, design sessions, Agile ceremonies, and other events supporting the CRM modernization effort.

Required Qualifications:

• Bachelor's degree and a minimum of 8-10 years of relevant database administration experience, or an equivalent combination of education and experience
• Experience administering and tuning Oracle and PostgreSQL (RDS/Aurora) databases in a highly available, production environment in AWS
• Experience with large-scale, complex data migrations, including data profiling, mapping, transformation, and reconciliation
• Experience with AWS data services (e.g., AWS Glue, AWS DMS, S3, RDS/Aurora, Redshift) supporting data integration and migration pipelines
• Ability to obtain Public Trust

Preferred Qualifications:

• AWS Certified Database - Specialty or AWS Certified Solutions Architect certification
• Experience supporting Pega Platform database architecture
• Experience with Change Data Capture (CDC) and near-real-time data synchronization techniques
• Experience with FedRAMP-authorized cloud environments and Zero Trust security principles
• Experience with Agile/Scrum or SAFe delivery methodologies
• Experience supporting CMS or other federal health/human services modernization programs; experience with contact center or CRM platforms a plus

Pay Range: Pay Range $107,900.00 - $195,050.00
