Job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Data Systems Developer based in the United States.

This is a senior application development role focused on Microsoft Power Platform and mission-critical government data workflows.

You will serve as the lead Power Apps developer within a small, integrated team supporting large-scale workforce and training data initiatives.

Your primary focus will be designing intuitive applications that enable users to collect, validate, route, and approve data efficiently.

You will connect Power Apps and Power Automate workflows with SQL Server, SharePoint, and downstream analytics environments.

The role combines hands-on development, workflow architecture, user-centered design, testing, documentation, and stakeholder collaboration.

You will have significant ownership over application quality, usability, security, accessibility, and long-term maintainability.

This is an opportunity to apply modern low-code development expertise to impactful federal healthcare and workforce programs.

Accountabilities
  • Lead Power Apps development: Design, build, maintain, and enhance enterprise-grade canvas and/or model-driven Power Apps serving as the primary interfaces for data entry, workflow routing, approvals, and operational processes.
  • Design workflow-driven experiences: Create intuitive screens, forms, and workflows for analysts, coordinators, approvers, and other users, working with human-centered design specialists to ensure solutions reflect real user needs.
  • Architect data flows: Build reliable integrations between Power Apps and SQL Server, ensuring application inputs are properly validated, structured, and transferred to the underlying database for downstream use.
  • Collaborate on data architecture: Partner closely with data engineering stakeholders to ensure application inputs align with SQL Server schemas, data models, and broader data requirements.
  • Automate business processes: Develop Power Automate workflows connecting Power Apps with SQL Server, SharePoint, and other data sources to manage notifications, approvals, escalations, and status tracking.
  • Enable analytics and reporting: Structure application data to support accurate, reliable Power BI reporting, with a focus on data quality, clean models, and efficient refresh performance.
  • Implement security and accessibility: Configure role-based access and security across Power Apps, Dataverse, and SharePoint while supporting applicable federal security and accessibility requirements, including FISMA and Section 508/WCAG standards.
  • Enhance existing applications: Maintain and improve existing Power Platform solutions based on stakeholder feedback, changing workflows, new data sources, and emerging program requirements.
  • Lead testing and quality assurance: Develop test cases, lead User Acceptance Testing, coordinate defect resolution, and provide QA support for new and updated applications and workflows.
  • Document and manage releases: Maintain clear documentation covering application architecture, data flows, workflow logic, version control, and change management, while supporting train-the-trainer activities and user adoption.
  • Drive continuous improvement: Monitor emerging Power Platform capabilities and identify opportunities to automate manual work, simplify workflows, improve performance, and strengthen usability throughout the engagement.
Requirements
  • Education: Bachelor's degree in computer science, information systems, data science, or a related technical field; a master's degree is desirable.
  • Professional experience: 8+ years of experience in application or data systems development, including substantial hands-on experience delivering enterprise-grade Microsoft Power Apps solutions.
  • Power Platform expertise: Deep expertise with Power Apps, including canvas and/or model-driven applications, with Power Apps development serving as the primary technical focus of the role.
  • Workflow development: Strong experience using Power Apps and Power Automate to create forms, approval chains, notifications, escalations, status tracking, and other workflow-driven processes.
  • Data and reporting: Experience designing Power Apps solutions that feed Power BI reporting environments, including clean data structures, validation practices, and performance-conscious data models.
  • Database integration: Experience building Power Apps solutions that write data to SQL Server, along with practical working knowledge of SQL and database concepts.
  • Requirements translation: Ability to transform complex business and program workflows into functional application requirements and intuitive experiences for non-technical users.
  • Federal standards: Familiarity with federal data governance, security, and accessibility requirements, including FISMA and Section 508/WCAG 2.0 AA.
  • Preferred government experience: Experience supporting Department of Veterans Affairs or Veterans Health Administration systems, particularly in workforce development, training, learning management, or human capital environments.
  • Relevant platforms: Familiarity with systems such as Talent Management System (TMS 2.0), HRSmart, SharePoint Online, and related data flows is preferred.
  • Dataverse: Experience using Dataverse/Common Data Service, including table/entity design and relationships, is desirable.
  • Advanced Power Platform skills: Proficiency with Power FX, Power Automate expressions, and custom JSON formatting for SharePoint list views is a plus.
  • User-centered development: Knowledge of Human-Centered Design, Human-Systems Integration, or UX practices applied to workflow and application development is beneficial.
  • Collaboration: Strong communication and stakeholder-management skills, with the ability to work effectively across technical and non-technical teams.
  • Security eligibility: Applicants must be eligible for a U.S. Government security clearance. Due to the nature of the work, only U.S. citizens are eligible for the required clearance, and candidates must either hold or be eligible to obtain a security clearance.
Benefits
  • Salary: Target compensation range of $112,000-$145,000, with final compensation based on factors including skills, experience, education, and certifications.
  • Work arrangement: Fully remote position within the United States.
  • Mission impact: Opportunity to build applications and workflows supporting significant federal healthcare, workforce, and training initiatives.
  • Technical ownership: Lead the Power Apps and workflow layer within a collaborative, multidisciplinary development environment.
  • Professional growth: Exposure to modern Microsoft Power Platform capabilities, data systems, analytics, workflow automation, accessibility, and federal technology environments.
  • Collaborative environment: Work alongside experienced specialists in data engineering, data science, front-end development, and human-centered design.
  • Equal opportunity: Employment decisions are based on qualifications, merit, and business needs, with a commitment to equal employment opportunity and workplace accessibility.
