The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
The core responsibilities of this Data Analyst role involve the end-to-end data lifecycle for operational performance metrics and their financial impacts. This encompasses data acquisition, cleaning, and feature engineering of large datasets, including metered consumption data and water distribution system diagnostic telemetry. A primary function is the application of high-granularity data sourced from Advanced Metering Infrastructure (AMI), SCADA and associated leak detection analytics to propose optimal resource allocation for field operations. PWD’s mission is to translate these analytical insights into actionable, data-driven strategies that directly inform asset management decisions to mitigate water loss and safeguard departmental revenue integrity.
Consistent reliability during normal work hours, off-hours availability including nights weekends and holidays, along with participation in an on-call rotation is required. Maintaining a professional demeanor, customer service skills, curiosity, flexibility, and the ability to work well in teams are also necessary for this position. Other duties will be assigned as needed. The successful candidate must reside in the City of Philadelphia or establish primary residence in the City of Philadelphia within six months of hire.
Any equivalent combination of education and experience deemed acceptable by Human Resources and the Deputy Chief Information Officer/Chief of Staff will be considered.
Work Setting: in‑person (onsite)
