Job summary

Trabus Technologies, based in San Diego, CA, seeks a Senior Cybersecurity Analyst to support NAVWAR PEO C4I Director of Cybersecurity. You will analyze and assist policy formation, ensure program compliance and evaluate cybersecurity performance across NAVWAR program offices.

Responsibilities include monitoring RMF policy, identifying inefficiencies, and coordinating risk mitigation with NAVWAR leadership. Requires extensive DoD/Navy RMF experience and a Top Secret clearance.

Qualifications

  • 10+ years of DoD (or Navy) Cybersecurity and RMF experience in a fast-paced DoD/Navy environment.
  • Experience with major US Navy programs (Systems Commands, Type Commander, Combatant Commands, etc.).
  • Experience obtaining Authority to Operate (ATO) for system packages via RMF A&A.
  • Familiarity with NAVWAR SCA-L and PSO procedures.
  • Experience in program management including BI analytics and metrics.
  • Experience with NAVWAR ISSE/ISS M and cyber hardening processes.
  • Excellent written and verbal communication skills.
  • Top Secret clearance; TS/SCI advantageous.

Responsibilities

  • Assist NAVWAR PEO C4I Director of Cybersecurity in monitoring RMF policy and streamlining processes.
  • Attend and assess NAVWAR cybersecurity meetings and related tasking.
  • Assist in resolving vulnerabilities identified by higher commands (e.g., Fleet Cyber Command, NAVWAR).
  • Track and complete cybersecurity action items issued by NAVWAR leadership.

SUMMARY:

TRABUS is seeking a highly skilled and motivated Senior Cybersecurity Analyst to support the Naval Information Warfare Systems Command (NAVWAR) Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) Director of Cybersecurity as a senior cybersecurity expert able to analyze and assist the Director with policy identification and formation, program compliance, and performance evaluation of NAVWAR PEO C4I Program Offices with respect to Cybersecurity compliance and Cyber related activities . You will be instrumental in identifying and mitigating traditional Navy Cybersecurity (RMF) process inefficiencies, analysis and execution of the changing broader formulation of Navy Cybersecurity and Risk Management policies, along with providing consultation of the newer constructs being levied on cybersecurity efforts as it relates to Cyber, Cyber Warfare, and traditional and burgeoning Cyber Operational processes and technologies.

RESPONSIBILITIES:
  • Assist the NAVWAR PEO C4I Director of Cybersecurity in Cybersecurity and RMF policy monitoring, identifying inefficient processes, and streamlining opportunities for NAVAWAR.
  • Attend, monitor and assess relevance/tasking from NAVWAR/PEO C4I Cybersecurity meetings covering topics such as:
    • High Risk Review boards, CSI CORA support and preparation, Cyber Metrics Working Group, NCSA Working Group, NAVWAR Cyber Hardening Effort, Operational Cyber, Cyber Testing and Evaluation, Cybersecurity Workforce development and Cyber Warfare Integration.
  • Assist in the resolution of identified system vulnerabilities from higher echelon commands (Fleet Cyber Command, Naval Network Warfare Command, C10F, etc.) routinely released in but not limited to EXORDS, FRAGORDS, and TASKORDS.
  • Track, and monitor to completion, Program Office cybersecurity action items promulgated by NAVWAR commander, PEO C4I, PEO Technical Director, and/or the NAVWAR Chief Engineer (CHENG).
REQUIREMENTS:
  • 10+ years of DoD (or Navy) Cybersecurity and Risk Management Framework (RMF) experience, working in a fast-paced DoD/Navy environment.
  • Experience working in major US Navy programs (Systems Commands, Type Commander, Combatant Commands, etc.).
  • Experience in obtaining and achieving Authority to Operate (ATO) for system packages through the ATO and RMF Assessment and Authorization (A&A) process.
  • Familiarity with NAVWAR Security Controls Assessment-Liaison (SCA-L) and the Package Submitting Office (PSO) procedures.
  • Experience in program management, including Microsoft Power Business Intelligence (BI)I (analytics and visualization, etc.), metrics representation, and analysis.
  • Demonstrated abilities to monitor cybersecurity program performance, utilize system optimization techniques and recommendations for system(s) improvement.
  • Experience with eMASS packages and processes involving vulnerability remediation through current conventional scanning and patching practices
  • Familiarity with processes and procedures NAVWAR ISSM/ISSO/ISSE utilize for cyber hardening and cyber metric dissemination
  • Excellentwritten and verbal communicationskills.
  • Have exposure to Lean Six Sigma; Define Measure, Analyze, Improve, Control (DAMAIC), and/or problem solving utilizing the Navy Performance Improvement Education Resource System (NPIERS).
  • Experience with NAVWAR System Engineering, specifically Cyber Test and Evaluation, product development, DevSecOps
  • Experience with Model Based System Engineering
  • Fully adjudicated DoD security clearance – TOP SECRET – is required (TS/SCI advantageous)
DESIRED:
  • Be adaptive to changing Management, and Navy Echelon I/II reorganizational structures. Specifically broader application and integration of Cybersecurity/Cyber in a Program Acquisition Executive (PAE) stand-up.
  • Be customer-focused, team-oriented, and motivated, taking ownership of assigned tasks
  • Have proven ability to self-manage, as well as manage interdisciplinary relationships
  • Must demonstrate attention to detail, procedural compliance, and the ability to manage multiple duties simultaneously while meeting deadlines
  • Any experience with Navy Cyber Inspections conducted by the different agencies across the respective departments (e.g., OCA, IWTG, NAVIFOR, etc.)
EDUCATION:
  • Bachelor’s degreein Cybersecurity, Computer Information/Management or a related field.
