Job summary

The Iowa Department of Management, Division of Information Technology, is seeking a senior ITS5 Cyber Threat Intelligence Analyst to serve as the authority on intelligence for the SOC. You will collect, analyze, and transform intelligence into actionable outcomes for SOC analysts, threat hunters, engineering, and leadership.

You will develop PIRs, assess cyber risks, identify adversary TTPs, and coordinate with external partners including CISA to strengthen state security.

Qualifications

• Five+ years of experience in cyber threat intelligence or related field.
• Deep knowledge of threat actor motivations, targets, behaviors, and TTPs.
• Proficiency with CTI platforms, malware research tools, enrichment feeds, and OSINT techniques.
• Strong understanding of MITRE ATT&CK, attack surface concepts, incident response, and vulnerability prioritization.
• Ability to translate intelligence into operational actions and risk-driven recommendations.

Responsibilities

• Collect, maintain, and enrich intelligence data from internal telemetry, OSINT, feeds, and government partners.
• Correlate external threats with SOC alerting and state vulnerabilities.
• Analyze cyber threat data to assess likelihood, impact, and relevance to state/local gov.
• Identify threat actor TTPs, campaigns, and exploitation trends.
• Produce tactical, operational, and strategic reports for diverse stakeholders.
• Develop and refine PIRs aligned to evolving state risks.
• Manage intelligence workflows from collection planning to dissemination tracking.
• Translate CTI findings into detections, risk prioritization, and hardening actions.
• Support incident response as an intelligence SME.
• Coordinate with CISA and peer agencies for intelligence exchange.
• Maintain CTI platforms and enrichment tools.
• Mentor SOC on intelligence concepts and analytic tradecraft.
• Present intelligence briefings to technical and non-technical audiences.
