The Leidos National Security Sector combines technology-enabled services and mission software capabilities in the areas of cyber, logistics, security operations, and decision analytics to support our defense and intel customers’ mission to defend against evolving threats around the world.

The National Security Sector (NSS) is hiring for a Cyber Operations Lead to provide expert guidance and direction to planning activities that underpin United States Cyber Command (USCYBERCOM) Cyberspace Operational Support Services (COSS) program. You will provide Subject Matter Expertise on Cyber Operations to support Leidos on-site contract support to a range of services provided to USCYBERCOM J3 (Operations), Cyber National Mission Force (CNMF), and Joint Task Force-Ares (JTF-ARES), including Cyber Operational Planning, Strategy & Doctrine Development, conduct of Campaign Assessments, and ensuring secure IT Communications efforts focused on improving relationships with key partner nations. This Key Personnel opportunity is in anticipation of an upcoming contract award!

What you’ll be doing:
  1. Provide Subject Matter Expertise to USCYBERCOM J3/CNMF/JTF-ARES leadership on a range of Cyber Operations (CO), including strategic to tactical guidance and planning support for offensive and defensive cyber operations.
  2. Develop cyber strategy and related documentation, identifying and addressing capability gaps.
  3. Lead and mentor team members engaged in CO, focusing on achieving successful operational outcomes aligned with Agency objectives.
  4. Support ongoing skill development within CO teams through coordination with training and exercise support staff.
  5. Manage staff functions to meet operational demands.
  6. Support targeting activities such as selection, validation, synchronization, and integration during cyber warfare operations.
  7. Assist in the development and implementation of Operational Plans (OPLANS), Orders (OPORDs), and Fragmentary Orders (FRAGOs).
  8. Integrate outcomes from Joint Operational Planning Groups and Teams into operational activities.
  9. Provide leadership and awareness across projects, Crisis Action Teams, and operations supporting OPTs.
  10. Review and guide specific CO plans to ensure alignment with broader planning and resource allocation.
  11. Maintain knowledge of cyber threats and attack methods from various adversaries.
  12. Review, prioritize, and submit operational requirements for cyber capabilities development or acquisition.
  13. Assess internal and external partner CO capabilities and tools.
  14. Support the transition of operational planning efforts into current operations.
  15. Navigate organizational structures related to full spectrum CO, understanding roles and responsibilities.
  16. Synchronize intelligence and operational planning activities.
  17. Conduct strategic planning with internal and external partners.
  18. Interpret and apply relevant laws, regulations, policies, and guidance.
  19. Support operational improvement through feedback and assessment of outcomes.
  20. Communicate complex concepts effectively through various means.
What does Leidos need from me?
  • Active Top Secret/SCI (TS/SCI) clearance with Polygraph. SCI eligibility required if no current SCI.
  • BA/BS in STEM, National Security Studies, or related field with 10-15 years of experience, or Master’s with 8-10 years.
  • 10+ years managing teams in support of CO within DoD or IC.
  • Active PMP or equivalent certification, or recent experience in cyber capabilities development or as an Interactive On-Net Operator (ION).
  • Familiarity with military operations, planning, and relevant joint publications.
  • Experience as an OCO planner, with waivers available for relevant military experience.
  • Broad knowledge of Blue-space Cyber capabilities and infrastructure.
  • Understanding of intelligence support needs and network fundamentals.
  • Ability to produce analytical documents and briefings.
  • Proven ability to work in fast-paced, collaborative environments and communicate technical data effectively.
Favorable if you have:
  • Master’s Degree in relevant fields.
  • Familiarity with Agency structure and mission.
  • Experience supporting joint operations across domains.
  • Experience with AI, ML, Space-enabled CO, and Data Science.
  • JPME II or equivalent education.
  • Cyber Warfare and Joint Operations training.
  • Knowledge of Power BI and related certifications.
