Turner & Townsend is seeking a Senior Cost Manager / Quantity Surveyor to support large-scale data center construction projects. This on-site role collaborates with clients to ensure financial objectives are met through proactive cost control, forecasting, cash flow management, pay applications and change management.

The successful candidate will have 5+ years in cost management, strong budgeting and reporting skills, and experience in data centers or mission-critical projects.

Qualifications

  • Bachelor's degree in Quantity Surveying, Construction Management, Engineering, or related field.
  • 5+ years in cost management, quantity surveying, or project controls for large-scale construction.
  • Strong cost control, budgeting, forecasting and reporting.
  • Experience leading cost management on medium to large projects.
  • Understanding of contracts, procurement, and commercial management.
  • Advanced knowledge of EVM principles.
  • Excellent analytical and communication skills.
  • Experience in data center or mission-critical projects preferred.

Responsibilities

  • Estimate and evaluate change orders through the construction lifecycle.
  • Develop and maintain budgets, forecasts, cash flow reports, and cost control systems.

  • Coordinate with finance to forecast cash flow and monitor performance against projections.
  • Assist with procurement activities, contract administration and commercial negotiations.

Turner & Townsend is seeking an experienced Senior Cost Managerand/or Quantity Surveyor to support a global technology client on large-scale data center construction projects. This role will serve as a key day-to-day client interface, ensuring financial objectives are achieved through proactive cost control, forecasting, cash flow management, pay applications, and change management throughout the project lifecycle.

Please note: While this position is being advertised in the Dallas market, the role requires full-time onsite presence Monday through Friday in Rayville, Louisiana. Candidates open to relocating are preferred; however, a per diem is available for qualified candidates who can work locally at the project site during the week.

To be successful in this role, you must have excellent communication skills and be comfortable operating in a client-facing environment. The ideal candidate will be self-motivated, analytical, detail-oriented, and capable of working independently while collaborating effectively with project stakeholders. This position plays a critical role in maintaining the financial health and successful delivery of complex mission-critical construction programs.

Responsibilities
  • Estimate and evaluate change orders throughout the construction lifecycle.
  • Develop and maintain project budgets, forecasts, cash flow reports, and cost control systems.
  • Monitor and control project costs to ensure alignment with approved budgets and client objectives.
  • Track project commitments, expenditures, accruals, and forecasts, providing accurate and timely reporting.
  • Prepare and present monthly cost reports, executive summaries, and financial updates to clients and stakeholders.
  • Review and participate with design teams and contractors in the development and validation of project cost estimates.
  • Reconcile cost changes and ensure contractor cost data remains accurate and properly documented.
  • Collaborate with project teams, contractors, and client representatives to gather information required for cost reporting and forecasting.
  • Review contractor and subcontractor pricing, change requests, and commercial submissions.
  • Provide commercial and cost management input during design development, value engineering, and procurement activities.
  • Manage cost impact assessments, contingency tracking, commitment logs, and change management processes.
  • Maintain project change logs and ensure cost implications of changes are understood, documented, and communicated.
  • Prepare, review, and track pay applications and support invoice validation processes.
  • Coordinate with finance teams to manage cash flow forecasting and monitor actual performance against projections.
  • Assist with procurement activities, contract administration, and commercial negotiations.
  • Monitor project performance, identify cost risks and opportunities, and develop mitigation strategies.
  • Manage cost checks, valuations, and financial validation processes throughout the project lifecycle.
  • Support the preparation and negotiation of final accounts.
  • Compile and maintain benchmarking data, cost histories, and project financial records.
  • Represent Turner & Townsend in client meetings, providing expertise and recommendations on cost control and financial performance.
  • Provide leadership and guidance to project teams while promoting best practices in cost management and project controls.
  • Identify, coach, and mentor team members to support professional growth and project success.
  • Utilize internal systems to manage project financial performance, resource planning, and reporting requirements.
  • Implement and maintain Turner & Townsend delivery methodologies, business systems, and cost management best practices.
  • Display excellence in leadership and service delivery aligned with Turner & Townsend's values and culture.
  • Be a role model who promotes collaboration, accountability, and exceptional client outcomes.
Requirements
  • Bachelor's degree in Quantity Surveying, Construction Management, Engineering, Accounting, or a related field.
  • Minimum 5+ years of experience in cost management, quantity surveying, or project controls supporting large-scale construction projects.
  • Strong experience in cost control, budgeting, forecasting, cash flow management, and financial reporting.
  • Experience leading cost management activities on medium to large construction projects.
  • Experience reviewing contractor estimates, change orders, pay applications, valuations, and final accounts.
  • Strong understanding of construction contracts, procurement, contract administration, and commercial management.
  • Advanced knowledge of cost control systems, financial forecasting tools, and Earned Value Management (EVM) principles.
  • Excellent analytical, problem-solving, and organizational skills with strong attention to detail.
  • Strong written, verbal, and interpersonal communication skills.
  • Ability to communicate effectively with clients, contractors, and project stakeholders in a client-facing environment.
  • Ability to work collaboratively within cross-functional teams in a fast-paced project environment.
  • Self-motivated, detail-oriented, and proactive in identifying issues and driving solutions.
  • Construction consultancy experience is strongly preferred.
  • Prior experience supporting data center, mission-critical, industrial, or similar large-scale infrastructure projects is preferred.
