Qualifications

  • 5+ years of cost engineering, pricing, contracts, proposal development, estimating, or related discipline.
  • Strong knowledge of cost engineering principles, pricing methodologies, and proposal development practices.
  • Experience supporting pricing, sales, contracts, or business development activities.
  • Working knowledge of FAR, DFARS, CAS, and TINA.
  • Strong analytical, organizational, and problem‑solving skills.
  • Excellent written and verbal communication with the ability to influence at multiple levels.
  • Advanced Microsoft Excel skills and proficiency with MS Office.
  • Ability to access U.S. export‑controlled information.

Responsibilities

  • Lead competitive and sole‑source proposal efforts, developing pricing strategies and cost models from development through negotiation and award.
  • Develop, analyze, coordinate, and support cost proposals for government and commercial customers, ensuring compliance with requirements and Moog practices.
  • Review and interpret RFPs, provide pricing guidance to cross‑functional teams, ensure adherence to FAR/DFARS/CAS/TINA.
  • Partner with engineering, operations, finance, contracts, supply chain, and program management to develop accurate cost estimates.
  • Prepare, review, and present cost estimates, pricing recommendations, and proposal packages to leadership and customers.
  • Lead RFIs, fact‑finding, pre‑negotiation positions, pricing certifications, audits support, and other pricing discussions.
  • Document and defend cost and pricing positions to support negotiations and regulatory compliance.
  • Represent pricing in executive reviews, customer engagements, and key business forums.
  • Drive continuous improvement in proposal cycle time, processes, tools, analytics and reporting.

Job Title: Senior Cost Engineer Reporting To: Management, Pricing, Contracts & Negotiations Work Schedule: Onsite – Buffalo, NY

We’re looking for a Senior Cost Engineer to join our Military Aircraft Group and play a key role in shaping winning proposals for critical defense programs. You’ll have a flexible onsite schedule in East Aurora, NY, or Torrance, CA. As Senior Cost Engineer, you’ll lead the development and execution of cost proposals for military and government customers while serving as a trusted advisor to internal stakeholders throughout the proposal lifecycle. In this highly visible position, you’ll partner with engineering, program management, contracts, finance, and senior leadership to develop pricing strategies and cost proposals that directly influence business growth. What you’ll typically bring with you:
  • Five (5) or more years of experience in cost engineering, pricing, contracts, proposal development, estimating, or a related discipline.
  • Strong knowledge of cost engineering principles, pricing methodologies, and proposal development practices.
  • Experience supporting pricing, sales, contracts, or business development activities.
  • Working knowledge of FAR, DFARS, Cost Accounting Standards (CAS), and the Truth in Negotiations Act (TINA).
  • Strong analytical, organizational, and problem‑solving skills.
  • Excellent written and verbal communication skills with the ability to influence stakeholders at multiple levels.
  • Advanced Microsoft Excel skills and proficiency with Microsoft Office applications.
  • Strong attention to detail and commitment to accuracy.
  • Ability to access U.S. export‑controlled information.
It’s preferred if you bring:
  • Experience with SAP ERP systems.
  • Knowledge of AI‑driven analytics, pricing tools, or advanced data analysis capabilities.
As Senior Cost Engineer, you will:
  • Lead competitive and sole‑source proposal efforts, developing pricing strategies and cost models from proposal development through negotiation and contract award.
  • Develop, analyze, coordinate, and support cost proposals for government and commercial customers, ensuring compliance with customer requirements, Moog estimating practices, and company policies.
  • Review and interpret RFPs, provide pricing guidance to cross‑functional teams, and ensure adherence to FAR, DFARS, CAS, TINA, and other regulatory requirements.
  • Partner with engineering, operations, finance, contracts, supply chain, and program management to develop accurate, defendable, and competitive cost estimates.
  • Prepare, review, and present cost estimates, pricing recommendations, and proposal packages to leadership, customers, and government audit agencies.
  • Lead RFIs, fact‑finding activities, pre‑negotiation positions, pricing certifications, audit support, and other customer‑facing pricing discussions.
  • Document and defend cost and pricing positions to support negotiations, audits, and regulatory compliance.
  • Represent the pricing function during executive reviews, customer engagements, and key business decision‑making forums.
  • Drive continuous improvement initiatives focused on proposal cycle time, process standardization, pricing tools, databases, analytics, and reporting capabilities.
  • Mentor junior team members and serve as a subject matter expert for cost engineering and pricing best practices.

Salary Range:

East Aurora, NY: $115,000 to $135,000

Torrance, CA: $132,000 to $150,000

Salary Range Transparency:

Buffalo, NY $115,000.00–$150,000.00 Annually

Actual salaries will vary depending on factors including but not limited to location, experience, and performance.
