Job summary

Pape-Dawson Engineers is seeking a Senior Construction Representative to lead on-site construction observation and inspection for water and wastewater infrastructure in Austin, TX. You will verify compliance with plans, permits, and contract documents, and support project closeout.

Ideal candidates have 10+ years in construction inspection on water/wastewater projects, with 5+ years on treatment plant facilities; NICET or APWA-CPII preferred.

Qualifications

• Minimum ten (10) years of construction inspection experience on water, wastewater or public infrastructure projects.
• Minimum five (5) years of direct construction inspection/ startup/ commissioning on water and/or wastewater treatment plant projects.
• At least fifty percent (50%) of inspection experience must be related to water/wastewater facilities.

Responsibilities

• Perform field inspections and construction observations on water, wastewater, and municipal infrastructure projects.
• Monitor contractor activities for compliance with plans, specs, permits, submittals, shop drawings, and contract requirements.
• Observe and document construction means and methods for project compliance.
• Identify and document deficiencies, non-conforming work, safety concerns, and potential risks.
• Verify quantities of installed work and assist with measurement and payment documentation.
• Monitor construction progress and report schedule impacts, delays, and potential claims issues.
• Observe material deliveries, equipment installation, testing activities, startup procedures, and commissioning operations.
• Witness testing, inspections, and acceptance procedures required by project specifications.
• Support substantial completion, final acceptance, and project closeout activities.

Overview

The Senior Construction Representative is responsible for providing construction observation, inspection, documentation, and contract compliance support for water, wastewater, and municipal infrastructure projects. The position serves as the owner’s on-site representative, monitoring construction activities to verify compliance with plans, specifications, permits, safety requirements, approved submittals, and contract documents.

Treatment plant construction experience is a required qualification for this position. The ideal candidate will possess significant experience supporting the construction, expansion, rehabilitation, startup, and commissioning of water and wastewater treatment facilities. Candidates whose experience is primarily limited to pipelines, utility installation, roadway construction, site development, or other horizontal infrastructure projects may not be a strong fit for this role.

• At least fifty percent (50%) of the candidate’s overall construction inspection experience must be associated with water treatment plants, wastewater treatment plants, pump stations, lift stations, process facilities, or treatment process improvements.
• NICET Certification (preferred)
• APWA-CPII Certification (preferred)
