Job summary

Overwatch Construction Management in New York is seeking an experienced owner's representative Senior Construction Project Manager to lead complex projects from design through completion. Responsibilities

  • Provide on-site day-to-day construction administration.
  • Manage and coordinate project staff; project engineer, inspector(s) of record, etc.
  • Provide coordination between the construction administrator, contractor, campus, inspectors, and design professionals.
  • Monitor design professional submittal log to assure timely submittals and resubmittals.
  • Review all contract documents and ensure CSU procedures are used; recommend revisions or new procedures as needed.
  • Monitor budget and schedule; inform construction administrator of trends affecting completion.
  • Attend weekly and special construction meetings to evaluate progress, quality, budget, and action items.
  • Review and coordinate services provided by testing and inspection firms; review invoices and submit recommendations for approval.
  • Evaluate proposed contract changes and participate in negotiations to resolve claims or disputes.
  • Maintain change order log and reconcile costs with contractor payments; monitor contingencies.
  • Maintain allowance logs and reconcile monthly and at project completion.
  • Coordinate inspection, final acceptance, and scheduling of occupancy.
  • Monitor operations data and record drawings; complete closeout documentation.
  • Observe and measure work for compliance with contract documents and directives.
  • Review daily inspector diaries and weekly/monthly progress reports.
  • Submit weekly and monthly reports reflecting issues, schedule, budget, and progress.

Job description

Overwatch is currently seeking a highly motivated and experienced owner's representative Senior Construction Project Manager to join our team. As a leader in the construction industry, Overwatch is committed to delivering high-quality projects while providing exceptional client service. The Senior Construction Project Manager will be responsible for overseeing and managing all aspects of complex construction projects, from design and planning to execution and completion. This is a senior-level position that requires strong leadership, exceptional project management skills, and a proven track record of delivering projects on time and within budget.

Salary Range: $150,000 - $170,000

Responsibilities
  • Provide on-site day-to-day construction administration.
  • Manage and coordinate project staff; project engineer, inspector(s) of record, etc.
  • Provide coordination and communication between the construction administrator, the contractor, the campus, the inspectors, and the design professional.
  • Monitor design professional submittal log to assure all submittals are approved in a timely manner (this includes resubmittals). Request design professional to distribute a final submittal log that demonstrates acceptance of all submittals.
  • Document and keep all contract data and prepare reports for construction administrator.
  • Review all contract documents and ensure all appropriate CSU procedures are used. Recommend revisions or new procedures as necessary.
  • Monitor overall budget and schedule, and advise construction administrator of any trends that affect the timely procedures and cost effective completion of the project.
  • Attend weekly and special construction meetings to evaluate and control progress, quality, budget, and other items for action.
  • Review and coordinate all services provided by testing and inspection firms for compliance with service agreement requirements. Review and approve all invoices submitted by these testing and inspection firms, and then submit recommendations to the construction administrator for final approval.
  • Evaluate and make recommendations to construction administrator regarding proposed contract changes and resolution of all claims. As directed by construction administrator, participate in or conduct negotiations to resolve claims or disputes.
  • Maintain a change order log that includes a cumulative total of changes to the contract, and reconcile change order costs with contractor payment requests. Monitor all potential change orders and track project contingency at all times.
  • Maintain an allowance log, indicating each debit from each allowance. The logs shall be reconciled to each other monthly and at project completion.
  • Coordinate inspection, final acceptance, and scheduling of occupancy.
  • Monitor completion and turnover of operation and maintenance data and record drawings. Monitor required operating texts and training required by contract. Execute the Certification of Completion form. Complete and transmit the Project Closeout Checklist to the construction administrator.
  • Observe, check, and measure items placed in the work for compliance to contract documents and directives from design professional, in conjunction with the construction inspector.
  • Review the activities of the construction inspector in the performance of the construction inspector’s duties.
  • Develop procedures to initiate and maintain document files.
  • Responsible to prepare, manage and support the documentation required for a post-performance review, audit or other governing agency process inspection.
  • Manages and monitors contract budgets; interacts with the Division Fiscal Manager to reconcile contracts and budgets and to report on monthly cash flow activities.
  • Review construction inspector’s daily diary each day, and weekly and monthly reports.
  • Maintain daily diary describing general events, noting problems and unusual events.
  • Submit weekly and monthly written reports to construction administrator and campus to reflect new and unresolved issues, schedule, quality control, submittal review, budget control including contingency balance, and any other issues. Project progress reports shall reflect completed work vs. contract time.
  • 15+/- years of construction management experience, including major capital projects
  • Ground-up construction experience is a plus
  • Institutional/Higher Ed experience preferred
  • CSU experience is a plus but not required
  • Ability to supervise project team
  • CMAR experience a plus
  • Extensive knowledge of construction practices, techniques, and materials
  • Proven track record of successfully delivering large-scale and complex construction projects on time and within budget
  • Strong leadership and management skills, with the ability to effectively lead cross-functional project teams
  • Excellent communication and negotiation skills
  • Proficiency in project management software and tools, such as Procore
  • Ability to work independently, prioritize tasks, and meet deadlines
  • Detail-oriented and highly organized
