Job summary

S&B USA Construction in Pittsburgh, PA, is seeking a Procurement Manager to lead the organization’s procurement function across construction projects. This hands-on role builds policies, selects systems, and works with project teams to align purchasing with budgets and schedules.

Qualifications

• Bachelor's degree in a related field (Supply Chain/Construction/Business).
• 10–15 years of progressive procurement experience in construction.
• Hands-on policy development and SOP implementation.
• Experience evaluating/implementing procurement software or ERP systems.
• Strong negotiation, vendor management, and contracts administration.
• Proficiency with Excel; familiarity with CM software like Procore or Vista helpful.
• Excellent organization and cross-functional collaboration skills.
• Self-starter with ability to operate with limited existing process.

Responsibilities

• Develop, implement, maintain procurement policies and SOPs across the organization.
• Lead vendor sourcing, evaluation, and contract negotiations with suppliers and subcontractors.
• Evaluate, select, and implement procurement/purchasing software and systems.
• Manage the purchase requisition and purchase order process with proper approvals.
• Build and maintain vendor relationships; monitor performance and compliance.
• Partner with project managers, estimators, and operations to align purchasing with budgets.
• Analyze spend and identify opportunities for cost savings and consolidation.
• Ensure procurement activities comply with policy, contracts, and regulations.
• Track and report procurement performance, savings, and vendor metrics.
