Job summary

Seattle Public Utilities (SPU) seeks an experienced Construction Engineering Section Manager to lead the Construction Management Division. You will oversee public works contracts, supervise staff, and serve as a PM on various SPU Capital Improvement Projects, ensuring compliance and driving Lean Process Improvements.

Qualifications

• Bachelor’s degree in engineering, accounting, business administration, construction management, public policy, or a related field.
• Five years of progressively responsible experience in construction management, operations, administration, project management, or public policy, including two years supervising staff.

Responsibilities

• Develop and administer a comprehensive construction management standard operating procedure to ensure consistent, efficient, and effective execution.
• Lead organizational change management initiatives and implement change within construction programs.
• Supervise subordinates in field inspection and administration of contracts to ensure compliance with plans, specs, permits and laws.
• Develop KPIs to monitor contract administration, process payments, verify quantities, and audit records.
• Create guides and tools to determine change orders, including independent engineer estimates for large changes.
