Job summary

Anthropic is seeking a Senior Compliance Program Manager to build and run our political law compliance program, supporting the corporate PAC, state and local pay‑to‑play preclearance, and ethics rules for official interactions. You’ll own end-to-end workflows and coordinate with Policy Legal and Corporate Compliance.

You’ll also help design AI-assisted intake and case-management workflows, manage outside counsel, and scale a lean team as the business grows across governments and enterprises.

Qualifications

• Hands-on ownership of compliance programs (political law, PAC, pay‑to‑play) across multiple jurisdictions.

About The Role

Anthropic's Integrity & Compliance function is building the systems that let us scale responsibly as our products reach more people, more enterprises, and more governments. Corporate Compliance is a key pillar of that function, covering anti-bribery and anti-corruption, conflicts of interest, gifts and hospitality, outside activities, the Code of Conduct, and related employee-conduct matters. As Senior Compliance Program Manager, you will build and run Anthropic's political law compliance program — the operating infrastructure behind our corporate PAC, corporate political giving, state and local pay-to-play preclearance, and the gift and ethics rules governing our interactions with public officials. As the program develops, the role may also extend to oversight of lobbying registration and reporting. You'll own the program end to end: designing the workflows, registers and controls, doing the work directly where it belongs in-house, and directing and quality-checking outside political law counsel and compliance vendors where we use them. You'll be the day-to-day compliance partner to our Policy and Government Affairs teams, working in close partnership with Policy Legal, who own the substantive legal advice, and with the rest of Corporate Compliance on the anti-corruption side of government engagement. Because we run lean, you may support certain workstreams in our broader corporate compliance program — gifts and hospitality, conflicts of interest, outside business activities and related day-to-day matters — and help design the AI-assisted workflows that let a small team cover a large surface area. This is a builder's role. We're looking for someone who has run political law compliance programs hands-on, is equally comfortable doing the work and managing outside firms who do it, always knows where every preclearance request and filing stands, and can turn fifty-state complexity into simple processes the business will actually use.

Key Responsibilities

• Own the political contributions preclearance program: intake, covered-persons register, jurisdiction-by-jurisdiction pay-to-play screening against live and prospective public-sector business, recordkeeping, and periodic reconciliation
• Support corporate PAC compliance operations in partnership with Policy, Finance and outside counsel — restricted-class eligibility controls, solicitation review workflow, FEC reporting oversight, and reconciliations
• Maintain the corporate political giving log and vetting workflow for candidate, committee, 527 and c4 contributions, and integrate pay-to-play triggers into contract intake for public-sector deals
• Depending on how the program is scoped, support or take on lobbying compliance oversight: keeping a consolidated view of registrations, deadlines and filing status, and working with the outside firms that prepare filings
• Manage outside political law counsel and compliance vendors supporting these workstreams — scoping, inputs, quality, timeliness and budget — and recommend over time what should sit in-house versus outside
• Run gifts and hospitality review for events and interactions involving public officials, applying federal, state and local gift and ethics rules alongside our anti-corruption standards; disposition routine matters and elevate edge cases
• Review and disposition conflicts of interest, outside business activity and gifts and hospitality matters across the broader corporate compliance queue; help maintain the post-government-employment and recusal tracker
• Build and deliver training, quick-reference guidance and intake how-tos for Policy, GTM and leadership; keep policies and procedures current as the footprint changes
• Serve as product owner for AI-assisted intake, screening and case-management workflows in your areas — define requirements, run testing, decide what is automated versus human-reviewed, and report program metrics to leadership
• Spot legal questions early and route them to Policy Legal or outside counsel with the facts assembled; keep I&C, Legal and outside counsel calibrated on risk

Minimum Qualifications

• Hands‑on ownership of political law compliance programs — corporate PAC, campaign finance, pay‑to‑play preclearance and covered‑persons tracking, lobbying registration and reporting, government gift and ethics rules — or a closely comparable multi‑jurisdiction regulatory program
• Track record building a program, not just operating one — designing preclearance or disclosure workflows, registers, filing calendars and controls from scratch or through a major redesign
• Fluent enough to do the work directly and experienced enough to manage outside counsel and compliance vendors doing it — scoping, feeding inputs, checking quality, holding deadlines
• Working fluency in the federal framework (FECA/FEC, LDA/HLOGA, House and Senate gift rules) and the shape of state and local variation; knows when a question is a legal call and hands it off cleanly
• Strong project management and cross‑functional execution with Policy/Government Affairs, Legal, Finance and executive stakeholders; clear, brief, business‑usable writing
• Sound judgment and discretion handling politically and personally sensitive information

Preferred Qualifications

• 7+ years of experience in compliance program management
• Experience in a corporate government affairs compliance function, a political law practice or compliance vendor, or a financial‑services pay‑to‑play program (SEC Rule 206(4)-5, MSRB G‑37, CFTC)
• Range across the broader corporate compliance portfolio — gifts and hospitality, conflicts of interest, outside activities, anti‑corruption — and appetite to learn what you haven't done yet
• Exposure to non‑US lobbying transparency regimes (EU Transparency Register, German Lobby register, Irish Regulation of Lobbying Act, UK)
• Hands‑on with compliance tooling (case management, GRC, disclosure platforms, workflow automation) and real interest in using AI to run compliance work better
• Experience at a high‑growth or technology company, or otherwise operating lean without large‑team infrastructure
• Relevant certification (e.g., CCEP) or paralegal/JD background is a plus, not a requirement; this is a program role, not a counsel role

The annual compensation range for this role is listed below.

Annual Salary

$255,000—$270,000 USD

Location‑based hybrid policy: Currently, we expect all staff to be in one of our offices at least 25% of the time. However, some roles may require more time in our offices.
