Job summary

The Department of Revenue's Compliance & Investigation Bureau seeks a Senior Commissioned Investigator to identify fraud and enforce Missouri’s revenue and motor vehicle laws. The role operates within the Motor Vehicle and Driver Licensing Division under supervision by a Chief Administrator and Special Agent in Charge.

Ideal candidates will have a Missouri Peace Officer License, solid investigative experience, and strong report-writing abilities.

Qualifications

  • Possession of a current Missouri Peace Officer License in good standing.
  • High school diploma or equivalency required; bachelor's degree preferred.
  • Proficient with Microsoft Office; strong report writing skills.
  • Experience in investigations, auditing, or law enforcement preferred; ability to conduct interviews and gather evidence.
  • Ability to write well-structured reports with proper grammar and spelling.

Responsibilities

  • Directs and/or conducts investigations of suspected fraud and violations relating to the Department of Revenue.
  • Interviews staff, victims, suspects, and witnesses; obtain verbal and written statements.
  • Locate and interview individuals and entities to obtain evidence of suspected violations.
  • Ensure compliance and enforcement of state statutes and regulations governing dealers and related services.
  • Prepare and issue subpoenas; testify in legal proceedings.
  • Compile, analyze, preserve facts and evidence for legal actions; prepare detailed reports.
  • Conduct confidential internal investigations of staff when needed.
  • Maintain records and analyze various sources to secure information.

The Compliance & Investigation Bureau is part of the Motor Vehicle and Driver Licensing Division and is overseen by a Chief Administrator and Special Agent in Charge.

Duties Performed To Support The Department’s Vision

This description may not include all the duties, knowledge, skills, or abilities associated with this title.

  • Directs and/or conducts investigations of suspected violations and incidents that occur within the field of fraud, relating to the Department of Revenue; interviews, or directs the interview of staff, victims, suspects, and witnesses to obtain verbal and written statements; obtains evidence and ensures adherence to the chain of custody standards, as well as maintaining proper measures of custodial control.
  • Locates and interviews individuals and representatives of business or governmental entities to obtain evidence of suspected violations or diversion efforts.
  • Ensures compliance and initiates enforcement of state statutes and regulations regarding motor vehicle dealers, marine dealers, salvage businesses, towing companies, and contracted DMV license offices.
  • Serves as a liaison with internal staff, law enforcement agencies, prosecuting attorneys' offices, and other governmental entities, and other partners when conducting investigative and surveillance activities to ensure that the appropriate results are obtained.
  • Administers instructive courses to other external law enforcement agencies on the roles and responsibilities of the Department of Revenue.
  • Compiles, analyzes, evaluates, and preserves facts, statements, affidavits, and other evidence for use in legal actions, and prepares detailed reports of the investigative findings.
  • Conducts confidential internal investigations of staff in situations which may involve theft, misfeasance, and malfeasance of state funds, or abuse of programs or policies.
  • Examines and analyzes a variety of records to secure information concerning suspected violations of federal, state and local laws and/or regulations.
  • Prepares and issues subpoenas.
  • Testifies in criminal, civil, and administrative proceedings.
  • Exercises independence and initiative in the performance of responsibilities; receives general administrative direction.
  • Performs other related work as assigned.

Qualifications
  • Possession of a current Missouri Peace Officer License, in good standing
  • Possession of a high school diploma or proof of high school equivalency
  • Computer literate with a good understanding of the Microsoft Office suite
  • Ability to write well written reports with proper grammar and spelling
  • Prior investigative or auditing experience in financial or resources investigations, civil, administrative, or criminal investigative experience (e.g. tax fraud, business licensing, ID fraud, etc.); or as a law enforcement officer
Preferred
  • Five (5) or more years of experience in law enforcement or closely related field
  • Bachelor's Degree with an emphasis in Criminal Justice, Accounting, Auditing or related areas, or equivalent combination of education and experience
  • Knowledge of and experience with Missouri’s motor vehicle, driver license and dealership laws/regulations
