Job summary

Strategic Analysis, Inc. (SA) is seeking a Senior Commercialization Advisor to support ARPA-H by designing structured spinout programs and providing senior-level commercialization expertise to academic performers.

You will lead licensing negotiations, IP reviews, and non-dilutive funding strategies while coordinating with universities, accelerators, and investors to advance startup formation and fundraising efforts.

Qualifications

  • 10+ years of commercialization, technology transfer, or early-stage venture development.
  • Experience with licensing, IP strategy, regulatory planning, or fundraising.
  • Familiarity with university TTO operations and negotiation practices.
  • Strong knowledge of non-dilutive funding mechanisms (SBIR/STTR, BARDA, NIH, DoD).
  • Excellent written and verbal communication skills with diverse stakeholders.
  • Experience interfacing with senior leadership and managing high-stakes relationships.
  • Preferred: federal innovation programs experience (ARPA, NIH, DoD, BARDA) and work with accelerators/venture studios.

Responsibilities

  • Perform FTO and IP landscape reviews.
  • Support selection and evaluation of performers through customer discovery, pitches, and matches.
  • Build and manage relationships with commercialization partners, mentors, and external stakeholders.
  • Develop commercialization toolkits, playbooks, and reporting structures for cohorts.
  • Track performer outcomes and capture lessons for program improvement.
  • Support organization of program events and draft high-quality reports for ARPA-H leadership.

Job description

Strategic Analysis, Inc. (SA) Is actively seeking a Senior Commercialization Advisor to support the Advanced Research Projects Agency for Health (ARPA-H).

Roles and Responsibilities:
  1. Partner with the ARPA-H Federal Lead to design and execute a structured program for performer spinouts
  2. Provide senior-level commercialization support to nominated academic performers, including:
    • Licensing strategy and negotiations with university TTOs
    • Freedom-to-operate (FTO) and IP landscape reviews
    • Team formation and governance structures
    • Regulatory and reimbursement pathway planning
    • Fundraising readiness (non-dilutive and investor engagement)
  3. Support selection and evaluation of performers (e.g., customer discovery sprints, PI pitches, EIR matches)
  4. Build and manage relationships with commercialization partners, mentors, and external stakeholders (universities, accelerators, investors, foundations, and industry)
  5. Develop commercialization toolkits, playbooks, and reporting structures to standardize support across cohorts
  6. Track and report on performer outcomes, capturing lessons learned and recommendations for program improvement
  7. Support organization of program events (workshops, showcases, milestone reviews)
  8. Draft high-quality reports, memos, and briefing materials for ARPA-H leadership
Requirements:
  1. Must have 10+ years of experience in commercialization, technology transfer, or early-stage venture development
  2. Proven expertise in supporting startups through licensing, IP strategy, regulatory planning, or fundraising
  3. Familiarity with university TTO operations and negotiation practices
  4. Strong understanding of non-dilutive funding mechanisms (SBIR/STTR, BARDA, NIH, DoD)
  5. Excellent written and verbal communication skills, with the ability to clearly convey scientific and business concepts to diverse stakeholders
  6. Experience interfacing with senior leadership and managing high-stakes stakeholder relationships
  7. Preferred Experience:
    • a. Prior experience in federal innovation programs (e.g., ARPA, NIH, DoD, BARDA)
    • b. Experience working within or alongside accelerators, incubators, or venture studios
    • c. Knowledge of reimbursement and payer landscapes in healthcare
    • d. Track record of successful startup formation, fundraising, or commercialization outcomes

Education: Bachelor's Degree, Master's degree preferred

Clearance: Ability to obtain HHS Public Trust.
