Job summary

The Senior Codes & Standards Engineer at Northwest Energy Efficiency Alliance (NEEA) leads and advances energy efficiency codes and standards strategies for the Northwest, evaluating technologies and shaping proposals for regulatory processes. The role represents NEEA in external forums and provides guidance across teams in a collaborative, policy-driven environment.

Based in the Portland metro area or anywhere in NEEA's Northwest region (OR, WA, ID, MT), the position requires 7+ years in energy

Qualifications

  • Bachelor’s degree in engineering, building science, energy systems, or related field.
  • 7+ years of progressive experience in energy efficiency or related technical areas.
  • Experience contributing to codes and standards development at regional, state, or national levels.
  • Ability to perform technical and market analyses to support codes and standards proposals and regulatory pathways.

Responsibilities

  • Contribute to codes and standards strategies for energy efficiency in the Northwest.
  • Conduct technical and market analyses relative to regulatory opportunities.
  • Implement codes and standards strategies with product managers and senior staff.
  • Participate in state, regional, and national codes and standards development and adoption processes.
  • Provide technical input to engagements with manufacturers, policymakers, utilities, and industry organizations to support codes and standards advancement efforts.
  • Monitor technology, market, and policy developments relevant to assigned areas and communicate findings to inform strategy refinement.
  • Prepare clear technical documentation and support presentations, comment letters, and other materials for internal and external audiences.
  • Collaborate with internal teams to align codes and standards activities, product planning, and market transformation objectives.

Job description

The Senior Codes & Standards Engineer is responsible for leading and advancing appliance, equipment, and building energy codes and standards strategies that materially improve energy efficiency outcomes in the Northwest. This role independently evaluates existing and emerging technologies for applicability within current and future regulatory frameworks, applies expert technical and market judgment, and shapes proposals that influence state, regional, and national rulemaking processes.The Senior Engineer serves as a primary technical representative for NEEA in external regulatory and stakeholder forums, leads complex technical and economic analyses, and provides technical guidance to peers and cross‑functional partners. Success in this role requires deep technical expertise, sound independent judgment, and the ability to integrate technical, market, and policy considerations to influence outcomes within complex and evolving regulatory environments.This position is open to qualified candidates based in the Portland, Oregon metro area or anywhere within NEEA's Northwest region, including Oregon, Washington, Idaho, and Montana.Finalists must have eligibility to work in the US as NEEA is not able to provide VISA sponsorship or have remote work outside of the US.Salary range: $100,000 - $120,000, exemptSalary is based on the applicants Experience, Knowledge, Skills, and Abilities.The Typical Day May Include…Contribute to the development and advancement of codes and standards strategies for assigned technologies or products that support energy efficiency and grid benefits in the Northwest.Conduct technical and market analyses of existing and emerging technologies relative to regulatory opportunities and support evaluation of specifications, test methods, and performance metrics to align them for current and future regulatory frameworks.Implement codes and standards strategies within established frameworks and roadmaps in coordination with product managers and senior technical staff.Participate in state, regional, and national codes and standards development and adoption processes by supporting the development of technical analyses, proposals, comments, and related materials.Provide technical input to engagements with manufacturers, policymakers, utilities, and industry organizations to support codes and standards advancement efforts.Monitor technology, market, and policy developments relevant to assigned areas and communicate findings to inform strategy refinement.Prepare clear technical documentation and support presentations, comment letters, and other materials for internal and external audiences.Collaborate with internal teams to support alignment between codes and standards activities, product planning, and market transformation objectives.Other duties which may be necessary or desirable to support the organization’s success.Supervisory Responsibilities:This position has no supervisory responsibilities but may provide direction, guidance and coaching to members of the work group and/or external contractors, partners or vendors.
