Job summary

Pennsylvania Department of Transportation is seeking a Senior Civil Engineer Supervisor (Transportation) in the Contract Management Unit to guide contract document preparation, plan reviews, and coordination that support the letting schedule.

You will oversee plan submissions, amendments, and PS&E quality control while ensuring regulatory compliance and accurate data management. Telework may be available part-time, with standard hours in Allentown, PA.

Qualifications

• Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate's degree in civil engineering technology or a closely related engineering discipline; or
• Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
• Two years of professional civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.

Responsibilities

• Plan Review: Examine construction plans, specifications, and estimates for accuracy and compliance with standards
• Contract Oversight: Supervise preparation and assembly of contract documents and amendments
• Quality Control: Ensure plan, specification, and estimate (PS&E) submissions meet policies, requirements, and legal standards
• Schedule Coordination: Manage plan submissions, advertisement timelines, and letting activities
• Bid Support: Attend pre-bid meetings and review bid justifications and results
• Data Management: Maintain project data, cost estimates, and specifications in required systems

Education

Description of Work

Work Schedule and Additional Information:

• Full-time employment
• Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• A Professional Engineer License is viewed as an asset and may enhance effectiveness in completing assigned tasks.
• Telework: You may have the opportunity to work from home (telework) part-time, up to 5 days per pay period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Allentown. The ability to telework is subject to change at any time. Required Experience, Training & Eligibility

QUALIFICATIONS

Minimum Experience and Training Requirements:

• Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate's degree in civil engineering technology or a closely related engineering discipline; or
• Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or

• This position requires possession of a valid driver's license.
