Job summary

Leader Communications is seeking a Civil Engineer for full-time at Luke AFB, AZ. The role oversees design development, contract administration, and on-site execution of construction initiatives, ensuring work meets specifications and is delivered on schedule and budget.

The ideal candidate has a bachelor’s degree in Civil Engineering (or related field), 5 years of experience (10 years total with military construction), OSHA 30 certification, and the ability to obtain a U.S.

Qualifications

• Bachelor’s degree in electrical, mechanical, structural, or civil engineering from an accredited university.
• Minimum of 5 years or combined total of 10 years of experience with commercial construction inspection, preferably at a military installation.
• OSHA 30-Hour General Industry Certification active or obtained within 90 days of hire.
• Tier 3 security clearance required; US citizenship for Secret level clearance at Luke AFB.

Responsibilities

• Provides professional project management activities across all project lifecycle phases from conceptual design through execution and closeout.
• Translates approved briefs into A-E statements of work and detailed line-item estimates using RSMeans.
• Reviews engineering drawings, submittals, and shop drawings to catch errors.
• Conducts daily on-site surveillance and quality control to ensure conformity with specifications.
• Evaluates field conditions, drafts cost estimates for change requests, and drafts technical contract modifications.
• Reviews RFIs, schedules inspections/test dates, and witnesses testing.
• Updates as-built drawings in AutoCAD/Revit and gathers O&M manuals for leadership briefings.
• Performs other duties as assigned to support shifting needs.
• Supervises engineers and aligns deliverables with contract requirements.
