Job summary

Contracts Consultancy Ltd in Richmond, VA seeks an experienced Project Manager to lead infrastructure, electrical power, and OSBL capital projects supporting major site expansions. You will oversee scope, schedule, budget, safety, quality, contractors, and stakeholder coordination from development through commissioning and handover.

You will manage OSBL utilities, roads, power distribution, and related infrastructure, with project values $100M+.

Qualifications

• 7+ years of experience managing capital projects
• Bachelor's degree in Engineering, Construction Management, Project Management or related field
• Proven experience managing large-scale capital projects valued at $100M+
• Experience managing infrastructure, utilities, and electrical power projects
• Strong project controls, scheduling, budgeting, risk management, and execution
• Experience leading large, multidisciplinary project teams
• Strong contractor management and stakeholder coordination experience

Responsibilities

• Lead the full lifecycle of infrastructure, electrical power, and OSBL capital projects from concept through commissioning and handover
• Manage OSBL projects including utilities, roads, site development, power distribution, and supporting infrastructure
• Manage projects valued at $100M+
• Develop and maintain project schedules, budgets, risk registers, execution plans, and project controls
• Coordinate engineering, construction, operations, procurement, and contractor teams
• Manage contractor performance, deliverables, and overall project execution
• Monitor project performance and proactively address scope changes, risks, and schedule impacts
• Lead project meetings and provide regular updates to leadership and key stakeholders
• Ensure compliance with safety, environmental, quality, and regulatory requirements
• Support commissioning, startup, and turnover activities
• Drive issue resolution across multiple project workstreams
