Job summary

V Group Inc. is seeking an experienced Senior Business Analyst to advance enterprise data governance for the Virginia Department of Behavioral Health and Developmental Services (DBHDS).

The role focuses on governance by design, stakeholder collaboration, and process improvement rather than hands-on development. The consultant will partner with data owners, stewards, and enterprise partners to develop repeatable processes, embed governance principles in operations, and translate business needs

Responsibilities

• Analyze business and data management processes to identify gaps, risks, and opportunities for improvement.

• Translate governance policies into actionable workflows and controls.
• Develop SOPs, RACI matrices, and performance measures.
• Support implementation, adoption, and continuous improvement of governance processes.
• Lead cross-functional sessions with data owners, stewards, and enterprise teams.
• Clarify decision rights and actions across business and technical stakeholders.
• Document decisions and coordinate follow-through.

Position Summary: -

• The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced Senior Business Analyst to advance enterprise data governance through the effective integration of people, processes, and technology.
• The selected consultant will collaborate with data owners, data stewards, and enterprise partners to establish repeatable, sustainable, and measurable processes that embed data governance principles into business operations and technology delivery.
• The consultant will analyze complex business problems, interpret policies, elicit requirements, facilitate stakeholder discussions, and translate business needs into practical solutions.
• The role will emphasize governance by design, cross-functional collaboration, process improvement, and organizational adoption rather than hands-on technical development.

Responsibilities: -

• Analyze business and data management processes to identify gaps, risks, inefficiencies, and opportunities for improvement.
• Facilitate requirements gathering, root cause analysis, and current-state and future-state process design.
• Translate governance policies and business requirements into actionable workflows, procedures, decision frameworks, and operational controls.
• Develop process maps, business requirements documents, Standard Operating Procedures (SOPs), RACI matrices, and performance measures.
• Support the implementation, automation, adoption, and continuous improvement of sustainable business processes.
• Lead cross-functional working sessions involving data owners, data stewards, business units, enterprise architecture, engineering, security, analytics, and external partners.
• Facilitate complex discussions, reconcile competing priorities, evaluate alternatives, and build consensus around practical solutions.
• Clarify decision rights, responsibilities, dependencies, and required actions across business and technical stakeholders.
• Document decisions, communicate outcomes to responsible teams, and coordinate follow-through through implementation.
• Support data owners and stewards in operationalizing enterprise data governance policies, standards, and responsibilities.
• Establish meaningful measures of governance effectiveness, stakeholder engagement, compliance, and data quality.
• Facilitate data quality issue identification, root cause analysis, remediation, and continuous improvement.
• Support access governance and data-sharing processes by documenting authorized decisions, requirements, and conditions and tracking them through implementation.
• Collaborate with enterprise partners to embed governance requirements into data acquisition, integration, management, and consumption processes.
• Facilitate business and analytical requirements to ensure enterprise data products meet consumer needs.
• Support initiatives involving governance decision processes (ARID), access governance, data sharing, automated data onboarding, EMPI, reference data management, data quality improvement, and compliance reviews.
• Coordinate with stakeholders to ensure governance processes are sustainable, measurable, and aligned with enterprise objectives.

Preferred Skills:

5+ years of experience in business analysis, process improvement, data governance, or enterprise data management.

Experience working in government, healthcare, or other regulated environments.

Familiarity with enterprise data integration, interoperability, master data management, reference data management, and data products.

Knowledge of data governance frameworks such as DAMA-DMBOK and DCAM.

Familiarity with process improvement methodologies such as BPMN, Lean, and Six Sigma.

Familiarity with AWS, Snowflake, and Commonwealth of Virginia/VITA standards.

Relevant professional certifications such as CDMP.

Education:

Bachelor's degree in information systems, Business Administration, Information Management, or a related field is preferred.
