Job summary

The New York State Office of Mental Health seeks a Senior Budgeting Analyst / Budgeting Analyst Trainee to support budgeting, data analysis, tracking, and allocation for the Local Assistance Budget and Aid to Localities funding in the Long Island region. Qualifications

• Four or more years of budget estimation, justification, and expenditure control experience.
• Ability to analyze policy changes and prepare fiscal estimates for legislation or program initiatives.
• Experience administering budget implementation and spending plans with program-level detail.

Responsibilities

• Assist with budget development and execution activities for assigned programs including base budget estimates and policy change analysis.
• Assist with administration of budget implementation and spending plans including ALFS updates by program and county/provider level of detail.
• Conduct routine and ad-hoc data extraction and analysis to inform fiscal decisions and policies.
• Monitor and update cash spending projections for ATL funded programs.
• Maintain and train others on ALFS fiscal components and the CBFM chart of accounts within ALFS and SFS.
• Resolve ALFS and SFS budget errors and respond to inquiries from the Contracts and Claims Unit.
• Update OMH spending plan guidelines and reporting requirements for counties and providers.
• Conduct trainings for staff from providers, county mental health departments, and OMH field offices.
• Review regulations to determine necessary changes for budget or legislative initiatives.
• Participate in workgroups to evaluate changes in financing methodologies for mental health services.
• Respond to inquiries from counties and providers regarding fiscal questions.
