Job summary

Jacobs seeks a Senior Biologist & Permitting Specialist to lead environmental permitting and field programs for public and private sector infrastructure projects in Washington State and the Pacific Northwest.

You will serve as a technical resource in wetland ecology, ESA/NEPA compliance, and regulatory permitting, managing diverse teams and mentoring staff while supporting business development and delivering high-quality environmental studies and permits.

Qualifications

• BS or MS in Biology, Ecology, Environmental Science or related scientific discipline or technical field.
• 15+ years of environmental consulting or agency experience emphasizing aquatic resources, ESA/NEPA compliance, permitting, and/or related work.
• Knowledge of WA state and federal permitting programs (Clean Water Act, USACE 404/401), and experience in OR/ID is desirable.
• Ability to lead aquatic resource surveys and understand PNW vegetation, soils, and streams.
• Experience with stakeholder meetings and project management in a consulting environment.

Responsibilities

• Collaborate with multi-disciplinary teams to assemble regulatory compliant environmental studies, reports, and permits at local, state, and federal levels.
• Lead fieldwork including aquatic resource, habitat, and vegetation surveys in WA and support projects across the PNW.
• Assist with environmental documents under NEPA/SEPA, including EA and EIS preparation.
• Support proposal development, client relations, and business development activities.
• Prepare scopes of work and estimate effort for tasks; serve as permitting project manager or task lead.
• Maintain communication with clients, regulatory agencies, and subcontractors; mentor junior staff.
