Job summary

Orange County Transportation Authority (OCTA) is seeking a Benefits Manager – Section Manager III to lead the design, development, and administration of OCTA’s benefit programs. The role shapes strategies, ensures compliance, and guides a dedicated Benefits team toward excellent service delivery and cost-effective plans.

You will partner with legal counsel, carriers, and consultants to optimize designs and governance.

Qualifications

• Six years of professional HR experience in benefits design and administration, including three years in management.
• Strong knowledge of employee benefits strategy, plan design, administration, compliance, and cost management.
• Ability to evaluate complex benefit programs and translate data into strategic recommendations.
• Strong vendor, contract, budget, and project management skills.
• Excellent communication, presentation, problem-solving, and relationship-building abilities.
• Master’s degree, public agency experience, benefits certification, Workday HRIS knowledge, and employee self-service experience are desirable.

Responsibilities

• Lead strategy, administration, and continuous improvement of OCTA’s employee benefit programs.
• Oversee health/welfare benefits, pension, deferred comp, leaves, wellness, and related programs.
• Lead, develop, and mentor Benefits staff and set priorities for high-quality service.
• Evaluate plans, trends, utilization, and costs; balance competitiveness with fiscal responsibility.
• Ensure benefits comply with federal/state requirements and manage vendor contracts and audits.
• Oversee benefits data in Workday and ensure accurate census data; manage budgets and contracts.
• Provide strategic guidance to senior management and address complex benefit issues.
