Job Overview

GENERAL SUMMARY

Under the general leadership of the Vice President of Treasury, the Grants Analyst provides support to the Senior Grants Administrator in the comprehensive management of federal, state, and local grants, including the FAA’s Airport Improvement Program (AIP) and Passenger Facility Charges (PFCs). This role assists with various aspects of the grant lifecycle, ensuring compliance, facilitating efficient administration, and supporting the strategic goals of the airport. The Grants Analyst will work closely with Senior Grants Administrator, other airport departments, and external agencies to ensure the smooth and effective operation of grant-funded projects and programs.


PRINCIPAL DUTIES AND RESPONSIBILITIES


  • Supports the management of approximately 25 grants annually, spanning procurement through close-out and totaling over $150 million in funding for airport development and operational needs.

  • Assists with researching and identifying potential funding opportunities from federal, state, and local entities by gathering required documentation and coordinating with relevant departments for information.

  • Assists in the preparation of grant applications, including AIP entitlement and discretionary programs and PFC applications.

  • Supports the day to day management of awarded grants, including tracking project progress, monitoring expenditures, and maintaining organized grant files, including opportunity tracking and application documents.

  • Supports grant compliance by tracking requirements, deadlines, and reports and assist in gathering information for regulatory adherence.

  • Assists in preparing and tracking grant and PFC budgets, invoices, and financial reports to include reconciling grant and project expenditures, and reimbursement requests.

  • Assists the Senior Grants Administrator in the airport’s procurement and contract administration processes related to grant-funded projects.

  • Assists the Senior Grants Administrator in the implementation and adherence to grant and PFC policies, procedures, and controls.

  • Maintains expert knowledge of federal, state, and local regulatory frameworks, including FAA Advisory Circulars, pertaining to AIP and PFC airport projects to support the Senior Grants Administrator in their analysis and interpretation.

  • Serves as a point of contact for grant-related inquiries, facilitating communication between the Senior Grants Administrator, airport departments, and external agencies.

  • Performs other duties as assigned.


MINIMUM REQUIREMENTS

Bachelor's degree in Business Administration, Finance, Public Administration, or a related field. Two (2) years experience in grants administration, finance or a related field.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES


  • Basic understanding of grant management principles and practices.

  • Familiarity with local, state, and federal grant processes and regulations is a plus.

  • Strong organizational skills and attention to detail.

  • Excellent written and verbal communication skills.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and Oracle applications.

  • Collaborative team player with the ability to work effectively with the Grants Manager and other airport departments.

  • Ability to prioritize tasks and meet deadlines.

  • Strong problem-solving skills.

  • Ability to handle confidential information with discretion.

  • Experience with financial tracking and record-keeping.


DESIRABLE


  • Knowledge of contract compliance and procurement processes related to grant-funded projects.

  • Knowledge of solicitation processes (RFPs, RFQs, etc.) for grant-funded projects.

  • Strong project management skills, including planning, execution, and monitoring.

  • Ability to interpret and understand contract terms, project Schedules of Values (SOVs), Statements of Work (SOWs), and contract change orders.

  • Bachelor's degree preferred.


EFFORT

Works primarily in an office environment. Sits for extended periods. Uses keyboard devices and computer monitors. Gathers, compiles, and analyzes statistical data. Communicates by telephone, in writing, and in person. Drives to locations on and off Airport property.
