Job summary

GovCIO is seeking a Senior Architect Development Team Lead to support government client needs. Located in the DMV area, the role is hybrid with remote work and occasional onsite requirements.

You will lead the architecture team, coordinate with stakeholders, and guide the design of scalable solutions for background investigation applications. Qualified candidates have extensive experience in large-scale systems, strong leadership, and a Top Secret/SCI clearance.

Qualifications

  • Bachelor’s with 15+ years on large scale application design and development.
  • Expert in Natural with ADABAS.
  • Experience with NaturalONE Eclipse-based development environment.
  • 5+ years’ project management experience.
  • 5+ years’ experience defining requirements with customers.
  • Strong ability to design solutions across multiple systems or sub-systems.
  • Experience interacting with software development and management personnel.
  • Experience with infrastructure support in cloud and on-premises environments.
  • Proficient in Office 365 (Word, Excel, etc.).
  • Strong written and verbal communication skills.

Overview

GovCIO is currently hiring for a Senior Architect Development Team Lead to support solution architecture and development team needs for a government customer. This position will be located in the Washington DC metropolitan area (DMV) and will be a hybrid position, primarily remote with an intermittent need for onsite activity.

Responsibilities

In this role you will support the Defense Counterintelligence Security Agency (DCSA), Background Information Systems (BIS), Case Processing and other background investigation systems. The successful candidate will support requirements elicitation, analysis, development, testing, and application level operational support for mission critical applications providing background investigation processing. The position serves as a team lead of the architecture team working both operational and maintenance (O&M) and enhancement initiatives associated with application-level development and operations support. The position requires interaction and coordination touchpoints related to infrastructure, networking, security, and other support entities. ServiceNow is the primary workflow management tool used within the environment.

Specific responsibilities will include:

  • Manage a team of technical architects and developers
  • Conduct comprehensive assessments of existing background investigation support systems and processes at DCSA and other federal agencies
  • Interaction with all levels of customers and stakeholders to understand user requirements and program needs
  • Design and propose scalable and efficient solution architectures
  • Ensure compliance with federal regulations and standards
  • Develop solution architectures that address identified requirements and align with federal regulations
  • Collaborate with development teams to ensure the successful implementation of proposed solutions
  • Conduct regular reviews and assessments to measure the effectiveness of implemented solutions
  • Provide expertise in federal contract and grants management throughout the project lifecycle
  • Use Atlassian tools including JIRA for requirements tracking
  • Design solutions that efficiently and effectively meet customer’s requirements
  • Interaction and support with other development team personnel
  • Develop software using Natural with ADABAS
  • Develop and maintain software processes to transfer files using Connect Direct software
  • Develop and maintain JCL for batch processing
  • Develop and maintain queues and flows using IBM MQ
  • Anticipates customers and project needs and proactively identifies potential solutions
Qualifications
Required Skills and Experience
  • Bachelor’s with 15+ years (or commensurate experience) on large scale application design and development
  • Expert proficiency programming in Natural using ADABAS
  • Experienced in developing using Software AG’s NaturalONE Eclipse-based development environment
  • 5+ years’ project management experience
  • 5+ years’ experience working with customers on defining requirements
  • Expert proficiency working with customers to define requirements
  • Strong ability to design solutions across multiple systems or sub-systems
  • Demonstrated experience interacting with software application program development and management personnel.
  • Demonstrated experience interacting with infrastructure support and management personnel in both cloud and on-premises environments.
  • Proficient in O365 components to include Word, Excel, etc.
  • Strong written and verbal communication skillsClearance Required:

Must have an active Top Secret Clearance and able to attain an SCI.

Preferred Skills and Experience
  • Active Security Clearance of Top-Secret level or higher
  • PMP certification
  • Agile experience
  • Strong working knowledge using IBM’s Connect:Direct for file transfers
  • Experience with using IBM MQ
  • Familiarity with Confluence and Jira
  • Working knowledge of ServiceNow
  • Experience with meeting hosting via MS Teams
Posted Salary Range

USD $180,000.00 - USD $210,000.00 /Yr.
