Job summary

Delta Dental of California is seeking a Senior Applications Analyst in Oakland to lead business needs assessments, model processes, and specify requirements for complex system solutions.

You will gather and document requirements, write use cases, and collaborate across IT, business teams, and QA to ensure delivered systems meet goals. Experience with SQL, agile methods, and effective communication is required.

Job Summary

The Senior Applications Analyst is responsible for applying past experience and industry standards in the planning, organizing, and conducting of a Business Needs Assessment (often referred to as Business Requirements). The role may engage in solutioning complex challenges and recommend or implement system configurations to achieve project goals. The analyst plays a durable, throughout the Development Lifecycle, role that includes gathering and documenting business requirements, creating use‑case scenarios, modeling business processes, and ensuring that delivered systems meet the organization’s needs.

Key Responsibilities
  • Works independently in assisting the business in building upon the project definition, description, and vision document, which may include scope, risk, and stakeholder identification with infrequent oversight.
  • Plans, coordinates, and creates written documentation that clearly describes the business needs, such as Business Requirements, Business Use Cases, Process Models, Business Needs Analysis, or Conceptual Design Documents.
  • Gathers requirements, researches, and analyzes existing and proposed solutions for the development, modification, or enhancement of programs or systems.
  • Engages in dependency analysis, functional design, workflow analysis, use‑case analysis, data and process modeling, and maintains a clear understanding of current and future business rules.
  • Participates in the Testing discipline by partnering with the Test Lead to support Test Planning, incident research and analysis, Test strategy, QA, and User Acceptance Testing functions as needed.
  • Leverages a deep understanding of system behavior and data properties to assist the Test Lead in determining efficient and effective approaches to testing complex topics.
  • Works independently to prepare and plan all aspects of the Requirements discipline, including estimating, feasibility analysis, meeting facilitation, project planning, change‑request management, issue tracking, process improvements, and executive reporting.
  • Provides support throughout the project lifecycle, participating directly in issue resolution, break and hot‑fix support, and triage for incident resolution, documentation maintenance, and traceability related to the Requirements discipline.
  • Stays current with customer needs and strategies; utilizes formal and informal written communication methods to share updates and findings; and facilitates meetings and presentations to diverse audiences.
  • Configures the COTs application to fit business and operational needs.
Qualifications
  • 4+ years of experience with a Bachelor's degree.
  • Experience in business analysis in a technical environment, supporting large teams of business, IT staff, and executive management.
  • Experience with both process‑ and data‑driven structured analysis techniques.
  • Excellent communication, influence, presentation, teamwork, and interpersonal skills; able to present goals, scope, and requirements to all levels of the organization.
  • Ability to conceptualize business problems and out‑of‑the‑box solutions.
  • Champion of change, process, and best practices for both business and technical team members.
  • Capability to train, lead, and mentor others by sharing subject‑matter expertise and knowledge.
  • Strong multitasking and project‑management abilities.
  • Strong data‑interpretation skills to form actionable suggestions that support business requirements.
  • Ability to understand stakeholder needs and demonstrate creative thinking to provide innovative solutions and recommend system and process enhancements.
  • Strong decision‑making and process‑management skills to ensure stakeholders understand all conditions, environments, and measures involved in decisions.
  • Ability to evaluate historical trends to provide predictive insights.
  • Ability to propose solutions to resolve risks, conflicts, and assumptions.
  • Ability to summarize requirements and connect them to business goals while anticipating impacts on targets and related systems.
  • Strong research skills and the ability to independently analyze details and see the bigger picture.
  • Moderate experience with agile methodologies (Kanban boards or sprints).
  • Strong root‑cause analysis skills and the ability to write and execute basic SQL queries and reports.
  • Deep understanding of multiple systems.
Pay Information

The national base pay range provided is a good‑faith estimate of what Delta Dental may offer new hires. Actual pay may vary based on Delta Dental’s assessment of the candidate’s knowledge, skills, abilities, experience, education, and certifications, as well as prevailing wages and internal equity. Pay Grade 21: $80,500 – $174,300.
