Job summary

QSC is seeking a Senior Analyst, Trade Operations Americas to lead regional trade compliance across the Americas. This role entails HTS classifications, origin determinations, and auditing to ensure compliant imports and exports.

You will maintain auditable CBP/BIS records and provide cross-functional guidance on regulatory requirements. The position requires deep regulatory knowledge and fluent English and Spanish, with a strong emphasis on documentation, audits, and continuous improvement.

Qualifications

  • Bachelor's degree in Business, Supply Chain, International Trade, Customs Compliance, Logistics, or related field preferred.
  • Licensed Customs Broker (LCB) certification strongly preferred.
  • Additional trade compliance certifications (e.g., export compliance, customs, or international trade) are a plus.

Responsibilities

  • Customs Classification, Country of Origin & Trade Determinations: Conduct and maintain HTSUS classifications, customs valuation reviews, country of origin determinations, substantial transformation analyses, and regulatory assessments supporting imports and exports throughout the Americas.
  • FTA, TAA, Duty Drawback & Special Trade Programs: Administer and document Free Trade Agreements (including USMCA), Trade Agreements Act (TAA) eligibility analyses, duty drawback claims, and other special trade programs.
  • Import Compliance, Reconciliation & Post-Entry Activities: Conduct import compliance reviews, support PSCs, reconciliation filings, prior disclosures, broker oversight activities, and customs entry validations.
  • Audit, Risk Assessments & Internal Controls: Perform import/export compliance audits, internal control testing, risk assessments; identify gaps and develop corrective actions.
  • Export Compliance & Regulatory Support: Support ECCN classifications, export licensing determinations, denied party screening, EAR compliance and BIS records.
  • Process Improvement, Training & Stakeholder Support: Develop SOPs, training programs, and guidance for classification, valuation, origin, FTA, TAA, drawback, and export controls.

Job Summary

The Senior Analyst, Trade Operations Americas serves as the regional technical trade compliance lead for customs and export compliance matters across the Americas. This role is responsible for conducting and documenting HTS classifications, country of origin determinations, customs valuation reviews, FTA qualification analyses, TAA eligibility assessments, export classifications, and internal compliance audits. The position develops and maintains CBP- and BIS-auditable records, supports regulatory inquiries and audits, and provides expert guidance to business stakeholders regarding trade compliance requirements. The role partners cross-functionally to ensure trade data accuracy, strengthen compliance controls, mitigate regulatory risk, and support compliant import and export operations. The successful candidate will possess deep technical expertise in customs and export regulations, strong analytical and audit skills, and the ability to prepare clear, defensible compliance documentation that supports regulatory requirements and business objectives.

Key Tasks & Responsibilities (Essential Functions)
  • Customs Classification, Country of Origin & Trade Determinations: Conduct and maintain HTSUS classifications, customs valuation reviews, country of origin determinations, substantial transformation analyses, and regulatory assessments supporting imports and exports throughout the Americas. Develop and maintain audit ready records and technical compliance memoranda supporting CBP requirements.
  • FTA, TAA, Duty Drawback & Special Trade Programs: Administer and document Free Trade Agreements (including USMCA), Trade Agreements Act (TAA) eligibility analyses, duty drawback claims, and other special trade programs. Maintain qualification records, supplier certifications, and supporting documentation.
  • Import Compliance, Reconciliation & Post-Entry Activities: Conduct import compliance reviews, support post-summary corrections (PSCs), reconciliation filings, prior disclosures, broker oversight activities, and customs entry validations to ensure compliance with CBP regulations and company policies.
  • Audit, Risk Assessments & Internal Controls: Perform import and export compliance audits, import audits, internal control testing, and risk assessments. Identify compliance gaps, document findings, develop corrective action plans, and support CBP, BIS, and internal audit activities.
  • Export Compliance & Regulatory Support: Support export compliance activities including ECCN classifications, export licensing determinations, denied party screening oversight, EAR compliance reviews, and maintenance of BIS-compliant records and audit documentation.
  • Process Improvement, Training & Stakeholder Support: Develop and improve trade compliance procedures, SOPs, work instructions, compliance controls, and training programs. Provide technical guidance to cross-functional stakeholders regarding classification, valuation, origin, FTA, TAA, drawback, export controls, and customs compliance requirements.
Job Requirements & Qualifications
Education
  • Bachelor's degree in Business, Supply Chain, International Trade, Customs Compliance, Logistics, or a related field preferred.
  • Licensed Customs Broker (LCB) certification strongly preferred.
  • Additional trade compliance certifications (e.g., export compliance, customs, or international trade) are a plus.
Experience
  • 7-10 years of progressive experience in trade compliance, customs compliance, import/export compliance, or global trade management.
  • Experience supporting multinational operations, including import and export compliance programs.
  • Demonstrated experience interpreting and applying customs and trade regulations in a complex business environment.
  • Exercises independent judgment in making technical trade compliance determinations, including tariff classification, country of origin, free trade agreement qualification, customs valuation, Trade Agreements Act (TAA) eligibility, and export compliance matters.
  • Operates within established policies, regulatory requirements, and compliance frameworks.
  • Escalates significant compliance risks, regulatory interpretations, disclosures, audit findings, and business-critical decisions to leadership as appropriate.
Knowledge, Skills, And Abilities
  • Fluent in English and Spanish, both written and verbal.
  • Advanced knowledge of U.S. customs, trade compliance, and import/export regulations.
  • Expertise in tariff classification, customs valuation, country of origin determinations, and free trade agreement qualification.
  • Working knowledge of TAA, duty drawback, post-entry compliance processes, and export controls (EAR).
  • Experience managing compliance programs, audits, investigations, and corrective actions.
  • Strong analytical, research, documentation, and technical writing skills.
  • Ability to communicate complex regulatory requirements and influence cross-functional stakeholders.
  • Familiarity with LATAM trade regulations and business practices.
  • Demonstrated ability to drive continuous improvement and regulatory risk mitigation.

The range for this position is $91,400.00 to $164,400.00. Placement within this range may vary, depending on the applicant’s experience and geographic location.
