Job description

Hi, we're Oscar. We're hiring a Senior Analyst, Regulatory Licensing to join our Risk Adjustment.

Oscar is the first health insurance company built around a full stack technology platform and a relentless focus on serving our members. We started Oscar in 2012 to create the kind of health insurance company we would want for ourselves-one that behaves like a doctor in the family.

About the role:

The Senior Analyst, Regulatory Licensing is an important member of the Corporate Legal team responsible for project managing and supporting discrete tasks to ensure Oscar is compliant with federal and state certificate of authority and product filing requirements. You will work with internal Oscar teams and interfaces with our external regulators.

You will report into the Manager, Risk Adjustment Retrospective.

Work Location:

This is a remote position, open to candidates who reside in: Arizona, Florida, Georgia, Illinois, Iowa, Kansas, Michigan, Missouri, Nebraska, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas and Virginia. You will be fully remote; however, our approach to work may adapt over time. Future models could potentially involve a hybrid presence at the hub office associated with your metro area. #LI-Remote

Pay Transparency:

The base pay for this role in the states of New Jersey and New York is: $29.86 - $39.19 per hour. The base pay for this role in all other locations is: $26.87 - $35.27 per hour. You are also eligible for employee benefits and monthly vacation accrual at a rate of 15 days per year.

Responsibilities:
  • Manage the preparation and filing of Oscar's certificates of authority through routine filings for assigned states and regions, serving as an advisor to cross-functional teams
  • Develop sustainable processes for internal tracking and monitoring annual and ad hoc filings with diverse teams, including maintaining a repository of previously received objections to decrease YOY objection totals
  • Track and communicate filing objections received and guide overall resolution together with impacted teams
  • Be the subject matter expert on assigned states and contribute to the development of a repository of internal procedural guides on annual filing obligations to support teams and retain institutional knowledge
  • Build and support successful relationships with regulatory bodies, including state insurance regulators (e.g., Florida Office of Insurance Regulation, Arizona Department of Insurance, Texas Department of Insurance)
  • Compliance with all applicable laws and regulations
  • Other duties as assigned
Requirements:
  • 2+ years of licensing experience, in the health plan/managed care space.
  • 1+ year of experience designing and improving workflows
  • Bachelor's degree or 4 years of commensurate experience.
  • Demonstrated project management skills.
Bonus points:
  • Familiarity with ACA marketplace plans, rules and regulations
  • 1+ years of SERFF, and/or network data analysis experience
