Job summary

QinetiQ US in Falls Church, VA is seeking a Senior Analyst / Portfolio Manager to support the Defense Innovation Acceleration office. The role involves overseeing rapid prototyping efforts, concept and technical development, and programmatic oversight to align with DoW priorities.

The ideal candidate has 10+ years in defense/tech development, a TS/SCI clearance, and strong project management skills to evaluate prototypes and transition capabilities to the warfighter.

Qualifications

  • Bachelor’s degree in engineering, scientific, technical, management, or related discipline.
  • 10+ years of defense/technology development experience.
  • Experience with project management and analysis of prototypes.
  • Ability to synthesize vast amounts of complex technical data into senior executive level information.
  • Experience with OSW processes and procedures for briefs, presentations, and DoW/Congressional-level correspondence.
  • Experience in prototyping solutions, R&E modernization, and joint warfighting concepts.

Responsibilities

  • Serve as the functional and technical expert to assess and support rapid prototyping efforts, including concept development, technical development, programmatic oversight, assessments, and transition of capabilities.
  • Provide project management support for project proposal reviews, analysis, and funding recommendations.
  • Analyze and evaluate project effectiveness, assess project development, and overall execution.
  • Provide technical expertise to discover, assess, and evaluate cutting edge technologies for the Joint Warfighting Concept.
  • Prepare, coordinate, and staff ongoing projects and demonstrations (funding documents, memos, agreements, program reviews, briefs).
  • Collaborate with government labs, the Services, academia, and industry to ensure successful project execution.

Position Overview

QinetiQ US is looking for a Senior Analyst / Portfolio Manager to work in Falls Church, VA. This position directly supports the Defense Innovation Acceleration (DIA) office within the office of the Deputy Assistant Secretary of War for Prototyping and Experimentation (P&E). The Defense Innovation Acceleration office identifies, incubates, and transitions technologies, systems, and systems-of-systems that close time-critical gaps in high-priority efforts supporting the joint warfighter. The candidate will serve as the functional and technical expert to assess and support oversight of rapid prototyping efforts, including concept development, technical development, programmatic oversight, assessments, and transition of capabilities that align to the DoW and other strategic priorities.

Responsibilities
  • Serve as the functional and technical expert to assess and support oversight of rapid prototyping efforts, including concept development, technical development, programmatic oversight, assessments, and transition of capabilities that align to the DoW and other strategic priorities.
  • Provide project management support for project proposal reviews, analysis, and funding recommendations.
  • Responsible for analysis and evaluation of project effectiveness, assessing project development, and overall execution.
  • Provide technical expertise to assist in discovering, assessing, and evaluating cutting edge technologies that will enable execution of the emerging Joint Warfighting Concept (JWC).
  • Prepare, coordinate, and staff ongoing projects and technical/operational demonstrations (i.e. funding documents, memorandums, agreements, program reviews, reports, briefs, etc).
  • Collaborate with government labs, the Services, academia, and industry as required to ensure successful project execution.
Required Qualifications
  • Bachelor’s degree in engineering, scientific, technical, management, or related discipline.

  • Experience in the following specialties: prototyping solutions, R&E modernization, and joint warfighting concepts.
Preferred Qualifications
  • Master's degree in a technical, business, or related field
  • PMP certification
  • Experience in OSW / Joint Staff / CCMDs
Pay Transparency

The salary range for this role is $125,000 to $140,000 USD. The salary range provided is a good faith estimate representative of all experience levels. QinetiQ US considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
