Qualifications

  • Bachelor's degree or equivalent experience and minimum 2 years of prior relevant experience, or an Advanced degree in a related field.
  • Experience managing projects or programs.
  • Experience with industry or with government customers.
  • Experience with MS Office Suite and/or related software applications.
  • Project management or related business experience. Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start.

Are you interested in supporting a strategic program within Advanced Technology (AT) Strategic Business Unit that is developing next generation of technology for the Warfighter? This role is for a highly experienced professional who can navigate complex challenges, lead strategic initiatives, and drive significant improvements on a “proprietary” program within a multi-functional domain. The Deputy Program Manager (Senior Analyst) will report to the Program Director and serve as the Information System Owner (ISO) for programs, working with a multi-functional team consisting of Digital Technologies, Cybersecurity, Program (Industrial) Security, Facilities, and Engineering to ensure the necessary resources and security approvals are planned and coordinated to achieve technical milestones within cost and schedule constraints.

This role is onsite located in Goleta, California and requires occasional travel to various domestic locations to support program needs.

What You Will Do
  • Interface with the government Program Office (Information Owner/Steward) and Program Security Officer (PSO), the Area of Responsibility PSO, and the Information System Authorizing Official (AO) or other AO designee; Delegated Authorizing Official (DAO) and Security Control Assessor (SCA).
  • Interface with AT and functional leadership to communicate status, issues, help needed for ongoing program operations and drive solutions to mitigate risk of cost and schedule impacts.
  • Coordinate with personnel from Digital Technologies, Cybersecurity, Contractor Program Security, Facilities, and Engineering in the technical execution of the scope required for the procurement, development, integration, modification, operation, maintenance, and testing of new program hardware.
  • Work with a multi-functional team of personnel to execute a comprehensive strategy for short and long-term connectivity solutions between geographical separated locations, including establishment and maintenance of connections.
  • Work with Director to develop a program roadmap and strategy for current and future development and transition contracts.
  • Work with AT leadership and functions to ensure infrastructure is in place for dynamic program needs and future transition efforts.
  • Assume responsibilities of ISO for program's classified networks, elements of functional strategies and operational goals.
  • Direct activities with significant impacts on the discipline's results, including introducing new products, processes, or standards.
  • Face numerous, often undefined, problems requiring extensive investigation to understand root causes.
  • Apply problem solving skills in closed work environment without access to common web-based management tools.
  • Improve existing processes and systems through unique and novel solutions derived from research and industry best practices.
  • Perform program management duties when Program Managers are out of the office, including interfacing with customer program office, AT leadership, directing program leads and PMO functions (e.g. finance, planning) to meet cost, schedule, and contractual requirements.
  • Support proposal efforts to support program growth.
Qualifications You Must Have

Qualifications We Prefer
  • Program/ Project Management certification or ability to achieve within 12 months.
  • EVMS certified or equivalent or ability to achieve within 12 months.
  • Experience developing, maintaining, and /or managing formal Information System security program and policies.
  • Excellent relationship skills with the ability to build positive relationships based on respect and trust with cross-functional team members, leadership, and Government customers.
  • Substantial knowledge of Raytheon products, programs, or systems with the ability to make enhancements and leverage in daily work.
  • Desire to continuously learn skills required for a career in program management.
  • Experience across the fields of security or cybersecurity.
  • Ability to recognize resource constraints and prioritize team effort.
  • Ability to understand and analyze complex business problems to define and develop technology-based solutions.

The salary range for this role is 75,800 USD - 144,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
