Job summary

Wake County Public School System seeks a Senior Administrator for Preschool Special Education Child Find to oversee programs, coordinate assessments, and align services with federal/state regulations, while developing guidelines and procedures.

Qualifications

Responsibilities

  • Hires, supervises, and evaluates Lead and/or Case Managers and other staff as assigned.
  • Facilitates the delivery of special education services to children through coordination and oversight for Child Find.
  • Designs and implements outreach to identify children needing services.
  • Provides oversight of federal indicators.
  • Ensures consistent screening, referrals, evaluation, IEP development practices.
  • Develops and provides professional development for staff.
  • Submits special education data/reports to NC DPI.
  • Facilitates entry of new preschool students into Special Education services.
  • Attends meetings, professional development, and policy updates.

Monday-Friday (on call rotation evenings and weekends) Position is available for a Hybrid Telework workweek

POSITION PURPOSE:

Under general direction, administers, and coordinates Special Education preschool programs in accordance with federal and state regulations, including the development of guidelines and procedures for Child Find. Collaborates with the Director to establish and implement a comprehensive plan and goals for special education assessment teams based on an analysis of data. Serves as a liaison between Central Services, schools, community, and agencies to promote the development and improvement of Preschool Special Education Programs.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Comprehensive knowledge and understanding of state and federal guidelines applicable to special education preschool programs;
  • Comprehensive knowledge of policies, procedures, programs, plans, and organizational relationships of the entire school system;
  • Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, and Power Point; Google Apps;
  • Knowledge of preschool assessments, evaluations, and the development of young children;
  • Effective time management skills;
  • Demonstrated skills in building consensus across diverse groups of people;
  • Ability to work independently to effectively resolve problems in complex work situations and handle highly confidential material;
  • Ability to develop and implement strategic objectives that improve educational outcomes for students aligned with school system mission and goals;
  • Ability to deliver projects on time and within budget;
  • Ability to coach and mentor employees;
  • Ability to design and deliver professional development to adult learners;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to establish and maintain effective working relationships with school system staff, outside advocacy groups, community members, parents, and vendors.
EDUCATION, TRAINING, AND EXPERIENCE
  • Master's degree in Special Education or directly related field;
  • Four years of successful teaching or supervisory experience in preschool education, compliance, or directly related field.

An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Hold or be qualified to hold a North Carolina Professional Educator's License in Special Education or Birth-Kindergarten;
  • Hold or be qualified to hold a North Carolina Professional Educator's License for School Administrator-Principal or Curriculum Instructional Specialist;
  • Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
  • Supervisory experience in preschool education or Special Education program compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Hires, supervises, and evaluates Lead and/or Case Managers and other staff, as assigned.
  • Facilitates the delivery of special education and related services to children through coordination, management, and oversight for Child Find.
  • Designs and implements a comprehensive outreach strategy to identify children who require special education services.
  • Provides oversight and monitoring of federal indicators.
  • Ensures the assessment teams engage in consistent practices for screening, referrals, evaluation, identification, and IEP development with consideration for the least restrictive environment.
  • Develops and provides professional development for departmental staff and school-based preschool staff.
  • Participates in the completion and submission of special education data, reports and documents to North Carolina Department of Public Instruction.
  • Facilitates the entry of new preschool students into Special Education Services and/or assigned schools.
  • Attends meetings, professional development, and conferences to stay abreast of current policies and procedures relating to and impacting preschool services trends/strategies.
  • Secures technology and information systems for the work and reporting needs of departmental staff.
  • Consults and collaborates with district staff, administrators, teachers, and parents in the development of appropriate programming for pre-school Special Education children served by Wake County Public School System (WCPSS).
  • Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, students, parents, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving a vehicle.
