Job summary

Systems Planning and Analysis, Inc. (SPA) seeks an experienced SETA to provide acquisition and project management support for a U.S. Government R&D program office focused on AI/ML capabilities.

You will support pre-acquisition through execution and performance management, with familiarity in RF, SAR, and EW preferred. The role requires high-level judgement, analytical skills, and the ability to operate in a fast-paced, mission-focused environment in Chantilly, VA.

Qualifications

• US citizenship with TS/SCI + poly clearance required.
• Bachelor’s degree with 14+ years experience; Master’s with 12+ years or PhD/JD with 9+ years.

Responsibilities

• Provide overall lifecycle acquisition and program management support.
• Plan and execute end-to-end acquisition lifecycle functions and draft documents.
• Develop RFPs, RFIs, and Contractor Bidders’ Library; identify risks.
• Support source selections as advisor and provide strategic recommendations.
• Analyze requirements, performance metrics, and schedules of contracts.
• Coordinate actions across the team and monitor program reviews.

The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. Responsibilities

SPA has a need for an experienced SETA to provide acquisition and project management support for a U.S. Government R&D program office advancing transformative artificial intelligence and machine learning algorithms. Qualified candidates must possess demonstrated value-added judgement on a full spectrum of activities from pre-acquisition through program execution and performance management. Familiarity with RF, SAR, EW is preferred.

• Provide overall lifecycle acquisition and program management support to the customer Program Manager(s), Contracting Officer’s Technical Representative(s), and Contracting Officer(s).
• Plan and execute end-to-end acquisition lifecycle functions, including performing market research and technical evaluations; developing acquisition strategies, plans, program requirements, and incentive arrangements; and drafting acquisition documents such as Statements of Work, Task Orders, and other required solicitation or contract attachments.
• Develop RFPs, RFIs, and a Contractor Bidders’ Library for supported acquisitions while proactively identifying, assessing, and resolving risks associated with acquisition approaches and schedules.
• Support source selections as an advisor, conduct program analysis, provide strategic recommendations, and offer expertise in administering performance management activities.
• Analyze and monitor requirements development, performance metrics, financial limitations, and schedules of awarded contracts and programs.
• Recommend acquisition and program management improvements, track and hold programmatic reviews of all developers’ CDRLs, oversee and manage developer award fee activities and contract execution, and identify and coordinate actions across the team.

Qualifications
