City of Charleston is seeking a skilled accounting professional to oversee GAAP-based financial reporting and compliance for the City’s capital projects. The role analyzes financial information and prepares comprehensive reports for management and audits.

Key duties include maintaining capital project funds, recording journal entries, monitoring budgets and variances, and coordinating documentation for reimbursements and audits. Evening/weekend shifts may be required in emergencies.

Qualifications

  • Bachelor's degree in accounting or related field with at least 5 years of related experience or equivalent.
  • Valid driver's license.

Responsibilities

  • Oversee financial reporting and compliance for capital projects.
  • Prepare journal entries to the general ledger for capital projects.
  • Monitor capital project budgets and analyze variances.
  • Record revenues from bonds, grants, contributions, and other capital funding.
  • Compile and submit documentation for reimbursements (bonds, grants, etc.).
  • Prepare documentation/schedules for annual audit and respond to auditor inquiries.
  • Research and resolve discrepancies for governmental funds/accounts.
  • Utilize computerized accounting systems to maintain accurate records and generate financial reports.
  • Participates in special projects as needed.
  • Performs other duties as assigned.

Examples of Duties:
  • Maintain and reconcile capital project funds, including assets, liabilities, revenues and expenditures.
  • Prepare journal entries to the general ledger related to capital projects and associated funding sources.
  • Monitor capital project budgets and analyze variances between budgeted and actual expenditures.
  • Record and track revenues from bonds, grants, contributions, and other capital funding sources.
  • Compile and submit documentation for reimbursements (bonds, grants, etc.)
  • Prepare documentation/schedules for annual audit and respond to auditor inquiries.
  • Research and resolve any discrepancies for all assigned governmental funds/accounts.

Basic Qualifications:
  • Bachelor's degree (BA/BS) in accounting or a related field and a minimum of 5 years related experience and/or training; or an equivalent combination of education and experience.
  • Valid driver’s license.
Preferred Qualifications:
  • Certified Public Accountant (CPA) preferred
Other Necessary Requirements:
  • May require evenings, weekends, and holidays as scheduled.
  • In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
