Works under the direction of and is responsible to the Accounting Manager or designated representative. General assignments are directed from the Accounting Manager with some degree of latitude for use of independent judgment in work methods and procedures.
General Purpose of the Position
The purpose of this position is to perform senior-level and experienced professional work relating to the financial accounting function of the City. Prepares periodic and special financial statements and reports.
Essential Duties And Responsibilities
- Develops, reviews and prepares recommendations for implementation of accounting policies, procedures and internal controls.
- Assist in the preparation of the City’s Annual Comprehensive Financial Report.
- Reviews reconciliations of revenue receipts and disbursements.
- Reconciles all general ledger balance sheet accounts and ensures amounts on financial statements are accurate.
- Develops and maintains financial reports for department heads, and auditors as needed.
- Prepares routine to complex transactions, year-end reporting and/or reconciliation, and special financial, accounting, and statistical reports regarding assigned functional area; assists with audits.
- Performs cash management duties, including maintaining bank accounts and preparing wire transfers and monitors cash balances on a daily basis.
- Ensures proper internal control procedures are implemented and adhered to, and reviews accounting control narratives that have been updated by staff
- Provides guidance and work alongside staff members to ensure accurate accounting of the City’s fixed assets and inventory, including creating and updating policies and procedures relating to safeguarding the City’s assets.
- Ensures compliance with finance-related laws and all applicable regulations and requirements. Maintains the structure and integrity of the City’s accounting system
- Analyzes and resolves work related problems.
Skills And Physical Abilities Required
- Knowledge of principles and practices of general and municipal accounting.
- Knowledge of accounting principles and techniques to include auditing and financial reporting.
- Knowledge of fund, budgetary and encumbrance accounting.
- Principles and practices of financial record keeping, reconciliations and reporting.
- General knowledge of office procedures, methods, and equipment including computers and applicable software applications.
- Ability to evaluate and study Governmental Accounting Standards Board (GASB) statements and implement required changes to ensure compliance.
- Ability to analyze complex accounting processes and problems and make effective recommendations for their resolution.
- Ability to understand, follow and carry out complex oral and written directions.
- Ability to establish and maintain effective working relationships with City officials, associates, and the general public.
- This position is primarily office work requiring limited physical effort.
- Visual acuity is required for reviewing, checking, preparing, and maintaining computer and manual files.
- Incumbent is required to have sufficient hearing to accurately perceive information at normal spoken word levels.
- Manual dexterity to operate standard office, data entry, and word processing equipment is required.
Computer Equipment and Software requirements
Experience with personal computers and software packages such as Word, Excel, and Microsoft Office is desired.
Education and Experience Required
Graduation from an accredited four (4) year college with major coursework in Accounting or Finance and five (5) years of experience in accounting or bookkeeping work. Experience in state and local governmental accounting is highly preferred. Certification as a Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or Certified Public Finance Officer (CPFO) is desirable.
