Job summary

DFAS in Limestone, ME seeks a security professional to monitor Force Protection Programs across INFOSEC, INDSEC and OPSEC, and to conduct formal security training for DFAS employees. The role will manage AT/FP requirements for the Limestone site and oversee security systems and ID processes.

The position requires eligibility for a security clearance, U.S. citizenship, and experience with physical and information security programs. Travel is limited and the role is non-bargaining unit.

Qualifications

  • One year of specialized experience equivalent in level to GS-05 for GS-07, or higher as required.
  • Experience administering a wide range of security programs for facilities operations (GS-09).
  • Broad security concepts and practices to assess and resolve difficult security problems (GS-11).
  • Education may substitute for experience per substitution rules.

Responsibilities

  • Monitor and evaluate the status of Force Protection Programs (INFOSEC, INDSEC, OPSEC).
  • Conduct formal classroom training in Physical and Information Security and required security briefings.
  • Manage AT/FP program requirements for DFAS – Limestone.
  • Develop and maintain security automated systems, policies, devices, procedures.
  • Oversee issuance of DoD CAC, fingerprinting, and ID card processes.
  • Monitor alarm systems including IDE, CCTV, and access control devices.

Job description

Duties
  • Monitors and evaluates the status of Force Protection Programs in the areas of: Information Security (INFOSEC), Industrial Security (INDSEC) and Operations Security (OPSEC).
  • Conducts formal classroom training in Physical and Information Security as well as required security orientations, refresher training, and security briefings for DFAS employees.
  • Implements policy and procedures regarding Anti-Terrorism and Force Protection program (AT/FP) requirements. Manages the AT/FP program requirements for DFAS – Limestone.
  • Manages a comprehensive program in the development, evaluation, and maintenance of security automated systems, policies, devices, procedures, and methods used for safeguarding personnel, information, property, operations and materials.
  • Responsible for managing all processes related to issuing DoD common access cards, military, retiree, and dependent ID cards; performs fingerprinting as required.
  • Monitors and performs alarm system operations including Intrusion Detection Equipment (IDE), closed circuit television monitors (CCTV) and access control devices.

To be hired at the GS-7 entry grade level, applicants must minimally have:

To be hired at the GS-9 entry grade level, applicants must minimally have:
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of a (GS-07 for the GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
To be hired at the GS-11 entry grade level, applicants must minimally have:
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of a (GS-09 for the GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience For The GS-07 Is Defined As:
  • (1) Assisting in the development and implementation of security policies and procedures.
  • (2) Assisting in conducting a wide range of security inspections and surveys for facilities operations; or assisting in providing advice, assistance and knowledge of security operation under supervision.
Specialized Experience For The GS-09 Is Defined As:
  • (1) Demonstrating experience in administering a wide range of security programs, policies, and procedures for facilities operations.
  • (2) Experience in security disciplines, concepts, principles, and practices applicable to physical security, and information security programs.
Specialized Experience For The GS-11 Is Defined As:
  • Demonstrating a broad range of security concepts, principles, and practices in order to assess and resolve difficult security problems for an organization; utilizing technical expertise related to information or physical security to effectively implement, integrate, and administer applicable security programs in coordination with other specialized security programs.
SUBSTITUTION OF EDUCATION FOR GS-07 SPECIALIZED EXPERIENCE:
  • One full year of graduate level education or a bachelor's degree with Superior Academic Achievement may be substituted to meet the specialized experience requirement. Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education.
SUBSTITUTION OF EDUCATION FOR GS-09 SPECIALIZED EXPERIENCE:
  • A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education.
