Job summary

Great Falls Pre-Release Services, Inc. is seeking a Security Coordinator/Federal Accountability Monitor (FAM) to oversee security operations, monitor electronic monitoring, and ensure compliance with program policies.

Qualifications

Position: Security Coordinator/Federal Accountability Monitor (FAM) Job Classification: Non-Exempt

Reports To: Compliance Officer Supervisor and Program Manager.

Supervises: State and Federal Residents

Position Scope: Up to 250 Residents participating in a Residential Re-Entry Program.

Position Summary:

The Great Falls Pre-Release Center is a non-profit Community Corrections worksite consisting of three Counseling campuses. The campuses are minimum security and residential in nature, housing closely screened and selected for program acceptance, adult male and female felon offenders during their structured transition program for re-entry into the community.

Required to prepare daily, weekly, monthly, and annual reports on security measures. Assist Compliance Officer (CO) personnel in the performance of routine security procedures such as visuals in the community, place of employment, on pass, or while involved in treatment. Conduct review of passes and schedules for compliance with Center policies. Review resident employment schedules and compare with pay stubs to ensure that work times and pay correlate. Monitor UA/BA, pat down, sign in/out and all other procedures within the Center to enhance security. Required to be fully knowledgeable in all aspects of Compliance Officer duties and be available to work as a CO when required.

Oversee the electronic monitoring program and prepare reports as required by the Federal Statement of Work or GFPRC requirements. Represents the Center as the primary contact for the Enhanced Supervision Program (ESP).

Key Responsibilities and Duties:
  1. Conduct an average of at least 15 visual or more accountabilities per day. Provide weekly summaries to the CO Supervisor and Program Manager.

  2. Responsible for completion and dissemination of a Walkaway After Action Report.

  3. Investigate alleged security breaches or destruction of property.

  4. Participate in a monthly security briefing with senior staff to provide input of any suspicious actions.

  5. Assist in coordinating center shakedowns. Update security level into the Total Offender Management system.

  6. Responsible for performing random BA’s and UA’s and provide test results.

  7. Prepare and present security related training to staff to meet mandatory training requirements.

  8. Maintain accountability of Federal residents up to 100 miles from the center. Responsible for conducting monthly home and job site accountabilities, including: GPS monitoring, random room searches, cell phone audits, and vehicle searches.

  9. Complete the FAM intake orientation with new BOP/USPO or Direct to Home Confinement residents within 72 hours. Complete the fingerprint and photo process within 24 hours of arrival and upload the information to R3M.

  10. Provide coverage for class 3 hearings in the absence of the DHO.

  11. Act as the Investigator for all formal hearings involving BOP or HC residents.

  12. In the event of alerts in the Electronic Monitoring GPS System, the FAM may be required to make contact with participants at night and on weekends.

  13. Provide BI training for all new employees.

  14. Provide accurate recording of accountabilities with weekly reports generated from TOM for State, BOP/USPO and HC residents. These reports will be submitted to the CO Supervisor and Program Manager.

  15. Prepare disciplinary reports of incidents that occur during shift. Handle emergency situations including walkaways, suicide or other life or safety concerns.

  16. Complete web-based training on Behavioral Interventions (BI) electronic monitoring and become proficient in its operation including hook-ups and interpreting alert messages. Must be available and primary point of contact for technical support to on-duty staff receiving an alert signal from BI regarding electronic monitoring issues involving federal residents on home confinement.

  17. Maintain a schedule of all personnel assigned to the Electronic Monitoring (EM) program including entry and completion dates. Maintain and order EM equipment as required to meet Center’s needs.

  18. Advise Correctional Treatment Specialist staff of important client-related issues such as changes in medications, mood swings or obvious behavioral disorders which may affect their ability to properly complete their program.

  19. Conduct intake and enroll clients into the Enhanced Supervision Program.

  20. Maintain professional working relationship with residents Probation and Parole Officer throughout referral time in program. Identify established pass/fail parameters and report to resident’s Parole and Probation Officer any infractions while assigned to the program.

  21. Meet with assigned clientele; ensure proper Breath Analysis, Urinalysis, and scheduled meetings are accomplished according to established procedures. Monitor and clearly document all interaction between the Center and the individual with the referral agency.

  22. Perform additional duties as requested or assigned.

Qualifications and Skills:

· High School graduate or equivalent.

· Must meet all basic criteria of a Compliance Officer.

· Must possess basic understanding in techniques of interpersonal relations with ability to establish, understand and be sensitive to resident needs. Must be able to work effectively with diverse personalities and be able to approach problems and situations in a non-threatening manner.

· Skills and experience working with the incarcerated and re-entry work.

· Ability to learn, understand and enforce security procedures, rules and policies, follow instructions and problem solve.

· Effective working knowledge of Total Offender Management System (TOM) and other computer systems.

· Effective verbal and written communication. Good organizational and time management skills.
