Responsibilities

• Administer day-to-day post-award contract operations in accordance with the contract, scope of work, client directives, applicable laws, and Inter-Con policies.
• Convert contract requirements, post orders, and service-level expectations into operating plans, schedules, performance standards, and supervisor accountabilities.
• Lead, coach, and hold accountable the hourly supervisors assigned to the program; provide operational direction to the broader officer workforce.
• Maintain strong client relationships through regular communication, responsiveness, issue resolution, and accurate reporting.
• Monitor staffing levels, attendance, overtime, scheduling, vacancies, and deployment readiness to ensure uninterrupted coverage across all locations.
• Oversee compliance with licensing, training, firearms, background, uniform, equipment, and site-specific requirements for assigned personnel.
• Review and maintain contract records, incident reports, inspection documentation, staffing reports, training records, and other required deliverables.
• Manage escalations and critical incidents; ensure timely notification, documentation, investigation support, and follow-through.
• Track operational and financial performance, including labor utilization, overtime, invoicing inputs, and other contract-related cost drivers.
• Identify operational risks, performance gaps, and process-improvement opportunities, and implement sustainable corrective actions.

Position Summary

The Contract Manager is responsible for administering contract operations for a major Inter-con client's security program. This leader will translate contract requirements into consistent field execution across approximately 19 locations, 3,000 weekly service hours, and a workforce of approximately 70 armed security officers. The Contract Manager will lead assigned supervisors, serve as a primary operational contact for the client, and ensure that staffing, service delivery, documentation, compliance, and financial performance meet contractual and Inter-Con standards.

Primary Responsibilities

• Administer day-to-day post-award contract operations in accordance with the contract, scope of work, client directives, applicable laws, and Inter-Con policies.
• Convert contract requirements, post orders, and service-level expectations into operating plans, schedules, performance standards, and supervisor accountabilities.
• Lead, coach, and hold accountable the hourly supervisors assigned to the program; provide operational direction to the broader officer workforce.
• Maintain strong client relationships through regular communication, responsiveness, issue resolution, and accurate reporting.
• Monitor staffing levels, attendance, overtime, scheduling, vacancies, and deployment readiness to ensure uninterrupted coverage across all locations.
• Conduct regular site visits and operational inspections throughout the service area, documenting observations and driving corrective action to closure.
• Coordinate recruiting, onboarding, training, scheduling, payroll, human resources, and employee-relations support with the appropriate Inter-Con partners.
• Oversee compliance with licensing, training, firearms, background, uniform, equipment, and site-specific requirements for assigned personnel.
• Review and maintain contract records, incident reports, inspection documentation, staffing reports, training records, and other required deliverables.
• Manage escalations and critical incidents; ensure timely notification, documentation, investigation support, and follow-through.
• Track operational and financial performance, including labor utilization, overtime, invoicing inputs, and other contract-related cost drivers.
• Identify operational risks, performance gaps, and process-improvement opportunities, and implement sustainable corrective actions.
• Support transition and mobilization activities before contract go-live and lead steady-state operations following launch.
• Remain accessible outside normal business hours when operational or client needs require leadership attention.
• Perform other duties as assigned in support of the contract and business needs.

Minimum Qualifications

• Minimum of three (3) years of contract management, account management, project management, or comparable operational leadership experience administering post-award service operations.
• Demonstrated experience leading supervisors and frontline employees in a multi-site service environment.
• Working knowledge of contract administration, staffing, scheduling, performance management, compliance, and client-service practices.
• Strong written and verbal communication skills, including the ability to prepare reports, document decisions, and communicate effectively with client and company leadership.
• Ability to interpret contractual requirements and translate them into clear operating procedures and measurable expectations.
• Strong judgment, organization, follow-through, and problem-solving skills in a fast-paced, client-facing environment.
• Proficiency with Microsoft Office applications and the ability to learn company scheduling, reporting, and workforce systems.
• Valid driver's license and ability to travel regularly among assigned Los Angeles County locations.
• Ability to meet all company and client background, eligibility, and access requirements.

Preferred Qualifications

• Experience managing a security, public-sector, or other labor-intensive service contract of comparable size and complexity.
• Experience overseeing armed security operations and geographically dispersed teams.
• Experience supporting a contract transition, mobilization, or major operational launch.
• Familiarity with labor budgeting, overtime controls, invoicing support, key performance indicators, and corrective-action plans.
