Security Classification Guide (SCG) Classification Manager
We are seeking to fill a Security Classification Guide (SCG) Classification Manager role for a Department of Defense customer. This on‑site position is located at NSWC Crane (Crane, IN) or a cleared contractor facility in the Washington, D.C. area, and requires a permanent commitment.
Overview
The SCG Classification Manager will develop, implement, and manage Security Classification Guides to safeguard national security information. This involves ensuring that Critical Program Information (CPI), Controlled Unclassified Information (CUI), and classified military information are appropriately classified and handled in accordance with DoD policy.
Key Responsibilities
- Create, review, and revise SCGs for systems, plans, programs, or projects in strict adherence to DoDM 5200.45, including format details such as cover pages, general instructions, classification tables, and declassification/downgrading instructions.
- Conduct rigorous information analyses to determine protection requirements, evaluating capability performance, uniqueness, technological lead time, element of surprise, vulnerabilities, critical design elements, and manufacturing technology.
- Draft precise "Value," "Damage," and "Unclassified" enhancement statements for classified line items.
- Determine valid reasons for classification per E.O. 13526, section 1.4, select the appropriate classification level, and specify duration/declassification events.
- Identify and designate CUI and apply proper dissemination controls (e.g., FOUO, REL‑TO).
- Coordinate horizontally across DoD components, military services, agencies, and foreign disclosure offices to avoid conflicts with other programs or Special Access Programs (SAPs).
- Interface with the Original Classification Authority (OCA), subject matter experts (SMEs), systems engineers, and intelligence producers to evaluate the state‑of‑the‑art status and national advantage of the technology.
Deliverables
- Draft SCG for OCA and SME review within 90 working days of task‑order award.
- Final SCG, fully formatted and ready for OCA signature.
- Completed DD Form 2024 (DoD Security Classification Guide Data Elements) for DTIC repository indexing.
- Horizontal coordination memos documenting coordination and deconfliction.
Required Qualifications
- U.S. citizenship and an active DoD SECRET security clearance on day one.
- Bachelor’s degree in Security Management, Systems Engineering, Intelligence Studies, Information Assurance, or a relevant technical discipline, or 4–6 years of comparable DoD classification management experience.
- 5–7 years of professional experience in DoD Information Security, Program Protection, Systems Engineering, or Intelligence analysis.
- Demonstrated experience drafting, reviewing, or managing SCGs, Program Protection Plans (PPPs), or Counterintelligence Support Plans (CISPs).
- Completion of OCA training from the DCSA Center for Development of Security Excellence (CDSE), or ability to complete it within 30 days of onboarding.
Preferred Qualifications
- Experience as an OCA action officer, security manager, or primary derivative classifier for a Major Defense Acquisition Program (MDAP) or complex technology program.
- Familiarity with the DTIC SCG repository, DD Form 2024 submissions, and horizontal protection reviews.
- Strong analytical skills to evaluate technical capabilities against adversarial threats and assess national security impacts.
- Exceptional technical writing skills to produce clear, unambiguous classification guidance.
- Objectivity in assessing the "fact of" U.S. interest and capabilities without bias.
Location, Telework & Travel
- Primary location: On‑site at NSWC Crane or a cleared contractor facility to enable daily interaction with the OCA and engineering teams.
- Telework: May be authorized at the COR’s discretion for unclassified or CUI drafting only, using a compliant secure network (e.g., NIST SP 800‑171). Must be locally available to access SIPRNET on short notice.
- Travel: Occasional, estimated 10–15%, for coordination with other Military Departments, DTIC, or intelligence agencies for horizontal classification deconfliction.
