General Summary of this Position:
The Section 8 Coordinator is responsible for the day-to-day coordination, administration, and compliance of HRDC’s Section 8 rental assistance program. This position provides direct supervision, training, and technical support to Field Agents; oversees eligibility, benefit determinations, inspections, payments, waiting lists, and required program documentation; and ensures services are delivered consistently and in accordance with applicable program, funding, and organizational requirements.
The Section 8 Coordinator serves as a subject matter resource for rental assistance programs and works collaboratively with customers, landlords, community partners, funders, and HRDC departments to support housing access and stability. As part of the Compliance Department, this position may also provide coordination, direct services, or administrative support to other assigned programs, including HUD Housing Counseling and Medicaid Tenancy Support Services (TSS).
Primary Job Duties and Responsibilities:
1. Staff Supervision & Service Delivery Oversight (20%)
Directly supervise assigned Field Agents through regular supervision, coaching, feedback, training, performance feedback, and consistent follow-through on established expectations.
Provide day-to-day direction and support to staff in the administration and delivery of Section 8 rental assistance and other assigned housing services.
Reinforce consistent team practices related to customer and landlord communication, eligibility determination, benefit calculation, inspections, documentation, payment processing, follow-up, and program timelines.
Routinely review staff workloads, assigned households, program activity, documentation timeliness and quality, and completion of required program functions to support consistency across the team.
Provide consultation and guidance regarding complex eligibility, benefit, inspection, landlord, tenant, and program participation issues.
Model and reinforce respectful communication, collaboration, professional boundaries, confidentiality, customer-centered service delivery, and consistent application of program requirements.
Work with Compliance Department leadership to identify staffing, service delivery, training, or performance needs and support appropriate follow-up.
2. Program Coordination (30%)
Coordinate day-to-day administration and delivery of HRDC’s Section 8 rental assistance program.
Maintain working knowledge of applicable program eligibility, benefit, inspection, documentation, payment, reporting, and participation requirements and support staff in consistent implementation.
Coordinate participant and landlord enrollment, annual and interim re-examinations, transfers, terminations, waiting list activities, and other required program processes.
Oversee eligibility determinations and benefit calculations and support consistent application of program requirements.
Coordinate required housing inspections and related follow-up to support compliance with applicable housing quality requirements.
Monitor available assistance, program utilization, waiting lists, and participant and landlord activity to support timely and effective program administration.
Support communication with customers and landlords regarding program requirements, responsibilities, benefit levels, required documentation, and changes affecting program participation.
Support implementation of established program workflows, procedures, forms, and internal controls.
Identify program needs, barriers, trends, and operational concerns and communicate them to Compliance Department leadership.
Provide direct program support when needed for coverage, continuity of services, complex situations, or other program needs.
3. Program Compliance, Documentation, and Performance (30%)
Work with Compliance Department leadership to support consistent implementation of applicable Section 8, funding, and organizational requirements.
Review eligibility determinations, benefit calculations, participant files, inspection documentation, payment documentation, program data, and other staff work to support quality, accuracy, completeness, and timeliness.
Ensure payment requests, eligibility decisions, and benefit levels are appropriately documented and consistent with applicable program and funding requirements.
Exercise discretion in reviewing rental assistance requests, payment documentation, and supporting records to help prevent disallowed costs or compliance findings.
Monitor program participation, utilization, expenditures, required timelines, and established performance measures.
Support staff in addressing documentation, eligibility, payment, inspection, or other compliance issues identified through routine review or monitoring.
Support implementation of program improvements and practice changes identified through program data, quality reviews, monitoring, audits, or funding requirements.
Support preparation for internal and external monitoring and ensure required program and participant documentation is maintained.
Ensure assigned staff understand and appropriately use required internal and external data systems.
Promptly elevate recurring documentation concerns, potential ineligible assistance or expenditures, missed deadlines, data-quality issues, or other significant compliance or performance risks to Compliance Department leadership.
4. Customer Support (10%)
Provide direct Section 8 program services as needed, including eligibility, re-examination, customer and landlord communication, housing search support, inspections, documentation, and other program activities.
Maintain working knowledge of HRDC and community resources available to customers and provide information and referrals that support housing access and stability.
Support customers in understanding program requirements, tenant responsibilities, landlord responsibilities, and available housing resources.
Provide or support HUD Housing Counseling services in accordance with applicable program requirements and assigned responsibilities.
Provide or support Medicaid Tenancy Support Services (TSS), including eligible tenancy-related services, documentation, referrals, and coordination with other HRDC services, as assigned.
Support other Compliance Department housing programs, rental assistance activities, or services as assigned.
Coordinate connections between Section 8, HUD Housing Counseling, TSS, other HRDC programs, and community resources when appropriate to support customer housing stability.
5. Collaboration, Communication, and Professionalism (5%)
Maintain effective working relationships with approved landlords, property managers, community partners, administering agencies, and service providers as needed to support Section 8 and other assigned services.
Coordinate with other HRDC teams to support effective referrals and coordinated service delivery.
Participate in program-specific meetings, training, and partner activities as assigned or approved by Compliance Department leadership, consistent with established roles and communication protocols.
Communicate program information, requirements, decisions, and changes clearly and consistently to assigned staff.
Maintain appropriate confidentiality, professional boundaries, and sound judgment in internal and external interactions.
Support effective communication between assigned staff, Compliance Department leadership, Fiscal staff, and other HRDC teams.
Participate in required department, team, and professional development activities.
6. Organizational Participation (5%)

Conduct respectful, professional, and effective conversations with customers and volunteers regarding behavioral expectations, program compliance, and HRDC property standards.

Education: The following course(s) of study or class work usually provides the required knowledge skills and abilities to perform the duties of this position:
Graduation from high school or GED required
Associate’s degree or equivalent from two-year college or technical school preferred
Communication and accounting classes would be helpful
Experience: The following kinds of experience usually provide the required knowledge skills and abilities to perform the duties of this position:
Two to three years professional work experience which includes a familiarity in office procedures and secretarial, computer, and office machine skills
Minimum of three years in supervising a staff of 5 or more people.
Supervision Received:
This position operates under general supervision. The incumbent’s work is primarily assigned by daily workflow and operations.
The incumbent is authorized to make decisions as to the timing and sequence of work and the work is performed according to established policies and procedures and/or within applicable laws, rules and regulations governing the tasks being performed.

Generate and Submit Fee Request Forms to MDOC ($3500-$5000 year)
Generate Program Revenue through voucher issuance
Monitors Section 8 expenditures, revenues, payment activity, utilization, and available assistance.

Interacts with program managers, executives, HRDC boards and/or committees several times a year
