What You Will Do

The Weapons Product Definition (E-11) group is looking for a Science/Engineering Program Manager. E-11 provides model-based system engineering, mechanical design engineering, and computer-aided design (CAD) support to the active stockpile weapons systems, hydrodynamic tests, sub-critical experiments, and related qualification efforts.

The successful candidate will provide leadership and overall management of a large E-11 portfolio that is comprised of work performed for multiple programs, including the B61, W76, W78, W88, and W93. The PM is expected to serve as the primary interface between technical leads and program partners, with the ability to help translate mission needs into well-defined requirements, develop funding estimates, and establish and monitor executable schedules. The role requires building trust and consensus across diverse stakeholders, facilitating negotiations, and maintaining proactive, solutions-oriented communication to ensure strong alignment between technical teams and customers.

Working with E-DO, you will also help with developing robust metrics and reporting frameworks that provide leadership with transparent, data-driven insights into program performance., and You will also implement risk identification, tracking, and reporting methodology that enables proactive mitigation and clear communication of projects health.

E-11 Science/Engineering Program Manager key responsibilities:

• Gathering status reports across all E-11 projects from FLMs, team leads, projects leads and individual designers and engineers
• Serving as an effective liaison on projects' scope/schedule/resources/budget between E-11 personnel and stakeholders
• Attending weekly Integrated Schedule meetings
• Tracking budgets and work package deliverables throughout the current fiscal year
• Working with customers and E-11 staff to develop and finalize work packages for the upcoming fiscal year
• Coordinating with the group's budget analyst on a weekly basis to proactively address any budget concerns, update staff forecasts, and maintain a close working relationship
• Tracking new design requests and working closely with FLMs to ensure their timely assignments
• Assisting with metric data collection and analysis
• Assisting with procurement tracking, working closely with vendors, E-11 personnel and programs
• Assisting with contract tracking

Minimum Job Requirements:

Program Management:

• Defining program work scope, schedules, budgets, priorities, and performance milestones;
• Developing cost, scope and schedule baselines;
• Reporting cost and schedule variance; and
• Managing change control and risk
• The capacity to work independently with minimum supervision, as well as the ability to be an effective member of a multidisciplinary team is expected.

Technical Skills:

• Ability to understand technical concepts related to E-11 capabilities and customer requirements within the portfolios you support

Collaboration:

• Demonstrated effective oral and written communication skills, e.g. formal / informal publications and reports
• Ability to serve as the primary spokesperson for a program, reporting status and proactively informing stakeholders of any issues

Process Improvements:

• Demonstrated ability to identify, design, and implement process improvements that increase efficiency, consistency, and program outcomes for internal employees, customers and leaders

Education and Experience:

Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Formal project or program management training or certification (e.g., PMP)
• Familiarity with MicroStrategy, CRES, Synthesis, pivot tables
• Experience supporting DOE/NNSA programs or interacting with federal stakeholders
• Active DOE or DoD Security Clearance
• Active Sigma-15
• Demonstrated initiative in identifying and implementing business process improvements.

Work Location:

The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment:

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance:

Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test:
