Job summary

Esc Region 8 is seeking a School District Finance Specialist to support Texas public school districts with budgeting, accounting and financial management. You will provide on-site training, budget analysis, and guidance on state funding, audit findings and Truth in Taxation calculations.

You’ll work with district CFOs and TEA staff to ensure compliant, accurate reporting, using Ascender and MS Office tools, and you will help implement state initiatives across Region 8.

Qualifications

• Bachelor’s Degree preferred; 3 years’ experience as district finance leader or CFO, or equivalent.
• Proficient knowledge of school finance and district accounting.
• Working knowledge of Financial Accountability System Resource Guide.
• Proficient knowledge of the Ascender software system.
• Proficient in MS Office Suite; spreadsheet creation and charting.
• Experience in public speaking and presentations.
• Ability to interpret government regulations and write reports.

Responsibilities

• Conduct on-site technical assistance and training on school finance, budgeting and financial management.
• Serve as liaison between TEA and local districts.
• Assist districts with budget analysis, state revenue determinations, cash flow estimating and revenue projections.

QUALIFICATIONS:

• Bachelor’s Degree preferred: 3 years of experience serving as a Texas public school district business manager or Chief Finance Officer, will be accepted in lieu of a bachelor’s degree.
• Proficient knowledge of the field of school finance and school district accounting.
• Working knowledge of the Financial Accountability System Resource Guide.
• Proficient knowledge of the Ascender software system.
• Proficient in MS Office Suite, including spreadsheet development and graph illustrations.
• Experience in public speaking and presentation.
• Ability to interpret technical procedures and government regulations.
• Ability to write reports, present findings and answer questions related to school finance content.
• Current knowledge of Texas school finance and funding formulas and their impact.
• Demonstrated skills in written and oral communications, public relations, and interpersonal relationships.
• Ability to make independent decisions regarding planning, organizing, and scheduling
• Highly resourceful team-player, with the ability to also be extremely effective independently
• Knowledge of policy and procedures, and ability to ensure compliance
• Flexible, with the ability to respond to unexpected changes quickly, calmly and efficiently

POSITION RESPONSIBILITIES:

• Conduct on-site technical assistance and training for public schools related to school finance, budget development, and financial management.
• Work with Field Service Agent team to present timely information to Superintendents and district business staff.
• Serve as a liaison between the Texas Education Agency (TEA) and local districts.
• Initiate regionwide trainings with relevant topics related to school finance.
• Assist districts with support in school finance including but not limited to budget analysis, state revenue determinations, cash flow estimating, WADA calculations and revenue projections.
• Provide guidance with audit findings and resolution.
• Assist with Truth in Taxation calculations.
• Guide school finance officials with up to date tools and presentation techniques for budget and finance presentation.
• Develop and implement program procedures based on State initiatives and regional needs.
• Utilize effective interpersonal skills to promote a positive and caring work climate.
• Participate in appropriate professional development activities to enhance skills and knowledge in areas of responsibility.
• Perform state funding calculations for public schools.
• Assist districts in all facets of budget development and management.
• Assist districts as they comply with federal and state laws related to finance

SPECIAL ASSIGNMENTS

As requested by Region 8 ESC Executive Leadership

TERMS OF EMPLOYMENT

• Up to 226 working days.
• This is an at-will employment position.
• In the event of an economic slump, a reduction in force may be necessary. Employees will be notified in writing.
