The opportunity

EY helps utilities organizations transform their operations through innovative SAP solutions that improve efficiency, enhance customer experiences, and support regulatory compliance. We work with clients across the utility value chain, helping them navigate complex business and technology transformations from strategy through execution.

We are seeking an SAP IS-U Billing Functional Manager to lead the end-to-end design and delivery of SAP IS-U Billing and Invoicing solutions. In this role, you will own the Billing workstream, define the functional approach, translate complex rate, tariff, regulatory, and business requirements into scalable solutions, and ensure alignment across the broader meter-to-cash process. You will lead functional teams and collaborate with business, technical, and program stakeholders to drive solution quality, integration, testing, deployment, and operational readiness.

Your key responsibilities

As a Manager in Technology Analysis, you will lead SAP IS-U Billing workstreams within complex utility transformation programs, providing functional leadership from solution design through deployment and stabilization. Your responsibilities will include:

  • Owning the SAP IS-U Billing and Invoicing workstream, including scope, solution decisions, delivery plans, quality, risks, and outcomes from design through deployment and post-go-live stabilization.
  • Defining the target functional design for Billing and Invoicing, including rate and tariff structures, billing schemas, billing controls, exception management, and high-volume processing requirements.
  • Leading requirements gathering, fit-gap assessments, solution workshops, and design governance to translate business, regulatory, and market requirements into scalable and maintainable SAP IS-U solutions.
  • Driving end-to-end integration across Billing and related SAP IS-U capabilities, including Device Management, Energy Data Management (EDM), FI-CA, Customer Service, Retail Choice, meter-to-cash processes, bill print, and reporting.
  • Leading the design and delivery of complex billing scenarios, including time-of-use and interval-based billing, rebilling, billing exceptions, invoicing, and financial reconciliation.
  • Developing and overseeing functional specifications, solution documentation, configuration standards, and design decisions to ensure consistency and quality across the workstream.
  • Leading and coaching functional team members, reviewing key deliverables, establishing clear ownership, and driving timely resolution of functional and cross-workstream issues.
  • Overseeing testing and defect resolution for rates, tariffs, billing cycles, high-volume billing runs, invoicing, rebilling, and downstream financial impacts.
  • Managing workstream scope, estimates, dependencies, risks, stakeholder decisions, and escalations while clearly communicating impacts to customer operations, revenue, schedule, and solution quality.
  • Leading cutover planning and billing-cycle transition activities, including operational procedures, training, production readiness, support handoff, and post-go-live stabilization.
  • Building trusted relationships with client stakeholders and providing functional guidance on SAP IS-U Billing capabilities, solution decisions, and transformation priorities.
Skills and attributes for success

To thrive in this role, you will need a blend of technical and interpersonal skills. Your ability to build relationships and communicate effectively will be crucial in delivering exceptional client service.

  • Deep functional knowledge of SAP IS-U Billing and Invoicing and the broader utility meter-to-cash process.
  • Strong understanding of utility rates, tariffs, billing cycles, exceptions, consumption-based billing, and financial impacts.
  • Ability to translate complex business and regulatory requirements into scalable SAP IS-U functional designs.
  • Proven ability to lead complex SAP transformation initiatives and client-facing engagements.
  • Strong analytical, problem-solving, facilitation, and decision-making skills.
  • Ability to lead cross-functional teams and manage dependencies across business, functional, technical, and integration workstreams.
  • Strong written and verbal communication skills, with the ability to communicate complex solution decisions to both business and technology stakeholders.
To qualify for the role, you must have
  • Typically, no less than 4 to 6 years of SAP IS-U or SAP Utilities experience, including substantial hands‑on experience with SAP IS-U Billing and Invoicing and 3+ years leading a functional workstream or team.
  • Proven experience owning SAP IS-U Billing and Invoicing solution design and delivery through implementation, testing, deployment, and stabilization.
  • Experience with time-of-use and/or interval-based billing and integration with Energy Data Management (EDM).
  • Experience integrating Billing with related SAP IS-U capabilities, such as Device Management, FI-CA, Customer Service, meter-to-cash processes, and bill print.
  • Experience leading requirements gathering, solution workshops, functional design, testing, defect resolution, cutover, and operational readiness activities.
  • Experience leading cross-functional teams, managing dependencies and risks, and driving decisions with business and technology stakeholders.
  • Strong leadership, communication, planning, and stakeholder-management skills.
  • Ability to balance business outcomes, solution quality, delivery constraints, and operational readiness.
  • A flexibility and willingness to travel to meet client needs; travel is estimated at 40-60%.
Ideally, you’ll also have
  • Prior consulting experience.
  • Experience supporting high-volume utility billing operations and large-scale meter-to-cash transformations.
  • Experience with deregulated or competitive utility markets, interval consumption, complex tariffs, multi-service utilities, or bill print/e-billing integrations.
