SAP Funds Management Functional Analyst (with some GN)

Position Summary
The Funds Management Functional Analyst provides functional analysis, configuration, testing, and production support for SAP Public Sector Funds Management within the Commonwealth of Pennsylvania’s enterprise environment. The role includes integration with SAP Grants Management and core financial modules.
The position focuses on assigning, tracking, and reconciling expenditures across multiple funding sources, including federal funds, state appropriations, grants, and other restricted funds. The analyst will support the rules and processes used to derive financial account assignments and distribute costs when programs or transactions are supported by more than one funding source.
The analyst will also support federal–state cost allocation, bill-back, reimbursement, and reconciliation processes. This includes translating approved funding percentages and allocation methodologies into SAP processes and controls, validating how expenditures are distributed, and reconciling reimbursement amounts and cash receipts against SAP general-ledger and Commonwealth Treasury records.
Key Responsibilities
- Configure and maintain applicable SAP Funds Management account-assignment elements, including Fund, Funds Center, Commitment Item, Functional Area, Funded Program, Budget Period, and related grant assignments.
- Design, configure, test, and troubleshoot SAP FM account-assignment derivation strategies using FMDERIVE.
- Support rule-based distributions, allocations, and other configured mechanisms used to assign or split expenditures across multiple funding sources.
- Ensure that expenditures are assigned to the appropriate federal fund, state appropriation, grant, program, fiscal period, and funding source.
- Support SAP Budget Control System processes, including budget entry, transfers, supplements, returns, availability control, cover eligibility, and fiscal-year carryforward.
- Support the integration of SAP Funds Management with Grants Management, Financial Accounting, Controlling, Accounts Payable, Accounts Receivable, procurement, and other applicable modules.
- Maintain or support grant-related account assignments and SAP GM integration, including grants, sponsored programs, sponsored classes, cost-sharing arrangements, and reimbursement processes.
- Translate approved federal–state funding percentages, cost-sharing requirements, and allocation methodologies into functional requirements, system rules, and financial controls.
- Support the preparation, validation, and reconciliation of federal claims, bill-back amounts, reimbursement requests, and related adjustments.
- Reconcile federal reimbursements, drawdowns, receivables, and cash receipts against SAP expenditures, general-ledger balances, and Commonwealth Treasury records.
- Identify timing differences, unliquidated obligations, outstanding receivables, rejected expenditures, and other reconciliation discrepancies.
- Support prior-period corrections, retroactive funding changes, cost reallocations, reversals, and reimbursement adjustments.
- Investigate out-of-balance conditions from financial and statutory reports through funding assignments, derivation rules, grant records, and originating transactions.
- Help establish controls that prevent incorrect funding assignments, overbilling, duplicate reimbursement, use of expired funding, and charging of ineligible expenditures.
- Gather and document business requirements from agency comptrollers, budget personnel, grants managers, program offices, and other stakeholders.
- Prepare functional specifications, process flows, configuration documentation, reconciliation procedures, test scenarios, and standard operating procedures.
- Design and execute functional and integration testing, support User Acceptance Testing, and assist with production issue resolution.
- Support audit readiness by maintaining traceability from funding authorization and expenditure posting through reimbursement, receipt, and reconciliation.

- Substantial hands-on configuration and support experience with SAP Public Sector Funds Management.
- Public-sector financial-management experience within a U.S. state government agency, statewide ERP program, major local government, or federal agency.
- Experience assigning expenditures across multiple funding sources, including federal and state funds.
- Experience with cost allocation, cost sharing, matching funds, or percentage-based funding distributions.
- Experience supporting or reconciling federal claims, reimbursement requests, drawdowns, receivables, and cash receipts.
- Experience tracing reimbursed amounts back to SAP expenditures and general-ledger records.
Mandatory Skills
- SAP Public Sector Funds Management: Strong functional knowledge of the SAP FM account-assignment model, including Fund, Funds Center, Commitment Item, Functional Area, Funded Program, Budget Period, and related grant assignments.
- FMDERIVE: Hands-on experience designing, maintaining, testing, and troubleshooting SAP FM account-assignment derivation strategies.
- Multi-Source Funding: Experience supporting rule-based distributions, allocations, or other mechanisms used to assign and distribute expenditures across multiple funding sources.
- Budget Control System: Experience with budgeting, availability control, budget transfers, supplements, returns, cover eligibility, and fiscal-year carryforward.
- SAP Grants Management Integration: Working knowledge of SAP GM master data and its integration with Funds Management, including grants, sponsored programs, sponsored classes, cost sharing, billing, and reimbursement processes.
- Governmental Fund Accounting: Strong understanding of public-sector appropriations, allotments, budgets, encumbrances, obligations, expenditures, lapses, and carryforwards.
- Federal–State Funding: Experience applying funding percentages, cost-sharing rules, matching requirements, or approved allocation methodologies.
- Reimbursement and Treasury Reconciliation: Experience reconciling claims, reimbursements, receivables, cash receipts, general-ledger balances, and Treasury records.
- SAP Financial Integration: Ability to investigate discrepancies across SAP FM, GM, FI, CO, AP, AR, procurement, and other applicable modules.
- Functional Documentation and Testing: Experience preparing functional specifications, process mappings, test cases, reconciliation procedures, and User Acceptance Testing documentation.

Degrees and Certifications
Required:
Bachelor’s degree in Accounting, Finance, Public Administration, Computer Science, Information Systems, or a related discipline; or equivalent professional experience in public-sector ERP and financial management.
