Job summary

Louisville Metropolitan Sewer District seeks a Supervisor for Sampling and Monitoring to lead the department, ensuring proper selection, installation and use of field sampling equipment. Oversees SOPs and QA/QC plans and supports day-to-day sampling to ensure regulatory compliance and project completion.

Coordinates with Pretreatment, Water Quality Centers, SSOs/CSOs and related programs, ensuring timely data reports, safety, and efficient use of resources.

Job description

Manages Sampling and Monitoring department activities and personnel to ensure proper selection, installation and use of field sampling and monitoring equipment. Oversees the development, implementation and revisions of standard operating procedures and Quality Assurance Project Plans. Plans and supports day-to-day sampling and monitoring activities to ensure regulatory compliance and completion of projects. Manages activities related to scheduling and conducting industrial wastewater sampling and reporting field data results in support of MSD's Pretreatment Program. Oversees the scheduling, screening and compliance sampling/monitoring for MSD's Water Quality Treatment Centers, Sanitary Sewer Overflows (SSOs), Combined Sewer Overflows (CSOs) and Water Quality Program requirements. Manages activities to ensure proper calibration, maintenance, repair and ordering of sampling and monitoring equipment and materials. Develops Department budget and resource requirements. Ensures sewer overflows are monitored during wet weather events and reports are completely within stipulated timelines. Manages regulatory compliance support for Operations and Engineering Programs.

Manages work to ensure successful completion of all department tasks and projects. Oversees development and completion of employees' personal and team goals. Ensures persons, equipment and routes are assigned to personnel to monitor and report sanitary sewer overflows during wet weather events. Manages activities to complete required daily, weekly and monthly sampling requirements. Coordinates activities related to work schedules and equipment to complete daily scheduled work, special projects and emergency operations. Ensures flow meter related tasks are assigned and completed properly in cooperation with Sampling and Monitoring Supervisor. Reviews technical guidance for installation, use and evaluation of equipment and provides/coordinates technical training and support. Coordinates with Sampling and Monitoring Supervisor to ensure proper equipment utilization and maintenance activities. Monitors materials use to ensure equipment/materials are available for daily work and special projects. Periodically reviews field instrumentation data and performs quality review of data for accuracy and completeness. Develops procedures to ensure chain of custody and compliance documentation are completed accurately and input into appropriate databases in a timely manner. Oversees sampling activities with internal and external laboratories. Ensures proper corrective maintenance and preventive maintenance of all equipment and monitoring systems are conducted to prevent work delays. Directs activities associated with special stream/sewer monitoring projects. Provides oversight and support to ensure proper installation of monitoring and sampling equipment into sewers and other structures. Provides technical support to internal and external customers. Oversees activities to ensure employees follow all safety policies and use proper personal protection. Leads sewer inspections and utilizes sewer leak detection methods to identify sewer line defects/failures for prioritizing infrastructure work and repairs. Evaluates the proficiency of new employees in their designated job functions and monitors employee job progression. Oversees activities related to the collection, transfer, and analysis of data used to generate internal/external reports and graphs. Verifies accuracy of data, reports and correspondence prepared by staff and external sources. Uses databases, mapping systems and other resources to ensure the efficient use of resources in the completion of daily tasks. Makes hiring, discipline and termination recommendations. Delegates work and develops/prioritizes project/initiative work plans. Collects, evaluates and reports technical information to internal and external customers. Supports and coordinates water quality initiatives with the United States Geological Survey, Ohio River Valley Water Sanitation Commission and other outside agencies, as required. Ensures staff compliance with department/organization appropriate records management procedures.

Knowledge of sanitary sewer hydraulics, modeling and associated calculations; knowledge of field instrumentation equipment specifications, application, installation, operation, maintenance and requisition; knowledge of general management and supervisory techniques and principles; knowledge of personnel management principles, techniques, laws and policies; skill in oral and written communication; skill in managing multiple priorities; skill in exercising tact and diplomacy; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); ability to resolve problems; ability to supervise a diverse workforce; ability to train others; ability to exercise judgment and discretion; ability to read blue prints and understand basic construction and equipment layout; ability to work effectively under heavy, unpredictable surges in workload; ability to negotiate; ability to be courteous and helpful under pressure; ability to work outdoors, at night and in all weather conditions; ability to work 24 hour emergency response, various shifts and weekends.

Associate Degree in a technical specialty program or a related field; three or more years of related experience; an equivalent combination of education and experience may be substituted. Must complete a 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) course to obtain certification at the Hazardous Material Technician level. The course must be completed within six months of obtaining the position and fulfill requirements established in 29 Code of Federal Regulation (CFR) 1910.120. Two or more years of supervisory experience required. Must possess a valid driver's license. Must have safe work and driving habits.
