Job summary

O2EPCM, Inc. is seeking an experienced Construction Safety Manager to oversee districtwide projects for the Los Angeles Community College District.

You will supervise field teams, enforce OSHA compliance, review JHA/MOP, and coordinate safety reporting across multiple sites in the greater Los Angeles area.   • 7 years' commercial construction experience with a General Contractor in the US.
  • 5 years' California experience with a contractor or major subcontractor.
  • 2 years' experience on educational projects within campus environments.
  • Experience managing field teams on multiple projects.
  • Experience with demolition, renovation, and new builds.
  • OCIP program experience.
  • Active and current certificates required for verification.
  • SMS/CHST/CSMC credentials with copies provided in resume package.
  • Current First Aid/CPR/AED certification.

Responsibilities

  • Generate daily safety reports and weekly health/safety observations.
  • Review contractor submittals (JHA, MOP, Fall Protection, Lifts, etc.).
  • Coordinate with Owner's CM staff and Contractor site management.
  • Ensure timely reporting of safety incidents per OSHA rules.

Position Description:
  • This is districtwide role intended to serve all Los Angeles Community College District (LACCD) campuses. Assignments will be made based on program needs and project workloads in each region and campus. Candidates should indicate regional preference on the qualifications form.
  • Perform management oversight of construction activity on behalf of the client, report on contractor regulatory and contract safety compliance on multiple projects sites.
  • Monitor compliance to all current OSHA requirements that relate to the specific construction projects.
  • Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD.
  • Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
  • Support to the Program Safety Manager, including but not limited to, attending any required meetings, or providing safety reports/analysis as requested.
  • Attend construction meeting with college project team and general contractor. Leading the safety topic (toolbox), report on site observations (Observation Report) and review upcoming construction schedule for hazard preparedness.
  • Perform ongoing construction site safety inspections and generate daily safety report for all site visits.
  • Submit weekly Project Health Safety and Environmental Observation Report to College Project Manager.
  • Perform ongoing review, for completion and accuracy, of contractor safety submittals, JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry and hazard assessment of other high risk operations.
  • Perform review of contractor submitted incident reports, participate in safety stand-downs, and prepare and submit lessons learned to Program Safety Manager.
  • Perform and document safety orientation with contractor safety representative.
  • Monitor adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program’s safety policy.
  • Flexibility in schedule and transportation to work at multiple sites based on assigned schedule and duties throughout the greater Los Angeles area.
  • Ability to work in fast-paced environment, establish daily work priorities, and perform oversight at multiple active construction projects.
  • Good written and oral communication skills.
Minimum Required Qualifications:
  • 7 years' of commercial construction experience in the US with a General Contractor
  • 5 years' experience in California with a Contractor or major subcontractor
  • 2 years' experience in construction of educational projects in a campus environment
  • Strong experience managing field construction teams on multiple projects.
  • Experience on demolition, renovation, and new construction building projects.
  • Experience working on OCIP programs.
  • All certificates and credentials must be active and current for consideration. Include a current copy of all certifications in resume package for verification.
  • Hold a valid Safety Management Specialist (SMS) certificate or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) or Certified Safety Manager Construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP) - (include copy of certificate in resume package)
  • Current First Aid/CPR/AED Certification - include copy in resume package for verification.
  • Experience on modernization/renovation projects involving abatement, remediation of hazardous materials, hazardous material waste removal and handling, such as asbestos and lead based paint.
  • Strong experience working senior management and field teams on large building programs across multiple sites and locations.
  • Experience participating in scheduled construction Meetings with Contractors and Project Managers.
  • Strong experience in safety incident reporting and daily construction reporting for multiple projects.
  • Ability to effectively communicate with Owner's Construction Management staff and Contractor's Site Management Team.
  • Ability to manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner's Requirements.

  • Proficiency with Microsoft Office, Adobe Acrobat and other basic software programs used in Construction.
Preferred Qualifications:
  • Construction management, safety management, safety engineer or related degree is preferred
  • Additional safety/health certifications and credentials as appropriate for this position
  • Current 40-Hour HAZWOPER
  • Current OSHA 500 (Trainer in Occupational Safety and Health Standards for the Construction Industry) - (include copy of certificate in resume package)
