Position Summary

The Safety Manager leads day-to-day implementation of AP&T’s approved safety programs across all locations. The position maintains a strong field presence, conducts inspections and routine investigations, supports employees and managers, coordinates assigned training, and tracks corrective actions through verified completion. The Safety Manager works within the policies, priorities, and governance established by the Director of Safety & Training. The Director retains enterprise program ownership, primary regulatory authority, safety strategy, and executive reporting. Operating managers retain responsibility for safe work, employee direction, and correction of hazards within their areas.

Essential Duties And Responsibilities
  • Implement AP&T safety policies, written programs, procedures, tools, and annual priorities consistently across all company locations.
  • Develop and maintain a risk-based field-visit schedule approved by the Director, including remote and difficult-to-access sites.
  • Maintain regular field presence and provide practical safety coaching to employees, supervisors, managers, project teams, and contractors.
  • Conduct and document facility, shop, yard, vehicle, generation, substation, line, telecommunications, warehouse, office, project, and jobsite inspections within assigned scope.
  • Identify hazards, assess risk, recommend controls, assign or document responsible operating owners, establish due dates, and verify completion.
  • Maintain the centralized corrective-action log and promptly elevate high-risk, repeated, disputed, or overdue items to the Director.
  • Support pre-job briefings, job hazard analyses, energized work planning, lockout/tagout, confined-space entry, fall protection, traffic control, lifting/rigging, excavation, PPE, hazardous materials, and other applicable high-risk work controls.
  • Reinforce that operating leaders remain responsible for work methods, employee direction, and timely correction of hazards.
Incident Response and Investigation
  • Respond to assigned injuries, illnesses, near misses, vehicle incidents, property damage, environmental events with a safety component, and other operational events.
  • Lead routine investigations and support significant investigations under the direction of the Director.
  • Preserve evidence and prepare clear timelines, photographs, interview notes, findings, contributing factors, and recommended corrective actions.
  • Immediately notify the Director of fatalities, hospitalizations, amputations, loss of an eye, high-potential events, serious employee or public exposure, agency contact, or other significant events.
  • Do not independently make regulatory reports unless specifically delegated; provide complete and timely information so the Director can determine and coordinate reporting obligations.
  • Coordinate with Employee Services on assigned workers’ compensation information, return-to-work considerations, and employee communications while maintaining confidentiality.
  • Communicate approved lessons learned and verify that site-level corrective actions are implemented.
Training and Site Communication
  • Deliver or coordinate assigned orientation, regulatory, refresher, supervisor, toolbox, and site-specific training using approved materials and qualified instructors.
  • Maintain assigned training records and report gaps, expirations, and scheduling needs through the company learning management process.
  • Assist the Director with the training matrix by identifying field needs, changes in work, and recurring performance gaps.
  • Assess practical training effectiveness through field observation, employee feedback, and review of incidents or repeated hazards.
  • Prepare practical safety alerts, field materials, and meeting topics for Director approval when company-wide distribution is appropriate.
  • Support property safety representatives and operating managers in conducting effective local safety meetings.
Contractor and Project Safety Support
  • Complete assigned contractor safety reviews, orientations, site observations, and documentation using company standards.
  • Coordinate with project managers before higher-risk work begins to confirm expectations, responsibilities, and required documentation.
  • Document contractor concerns and work through the responsible AP&T manager to obtain timely correction.
  • Immediately elevate serious contractor hazards, repeated noncompliance, or unresolved responsibility issues to the Director and project owner.
  • Assist with post-project reviews and recommend field-level improvements.
Records, Metrics, and Program Support
  • Maintain accurate inspection, investigation, training, field-observation, and corrective-action records for assigned work.
  • Compile field data and provide recurring reports to the Director on site coverage, findings, corrective actions, training completion, and emerging risks.
  • Support audits, regulatory inspections, insurer visits, and document requests as directed by the Director.
  • Assist with procedure updates, safety equipment evaluations, vendor coordination, and budget estimates by providing field information and recommendations.
  • Perform assigned administrative support for fleet/DOT, drug and alcohol, UAS, apprenticeship, LMS, or loss-control programs without assuming enterprise program ownership unless formally delegated in writing.
Decision-Making and Authority
  • May direct or recommend an immediate pause in work when an imminent or serious safety risk is observed, consistent with company policy and delegated authority.
  • May require immediate interim controls and request corrective-action plans from responsible managers.
  • Escalates material compliance concerns, serious incidents, agency contact, repeated hazards, resource constraints, and overdue high-risk actions to the Director.
  • Does not independently approve corporate safety policy, make final regulatory determinations, commit AP&T to agency positions, or assume operational control of a department.

  • Experience in Alaska, remote sites, small communities, and union-represented environments.
Knowledge, Skills, And Abilities
  • Practical field judgment and credibility with craft employees, supervisors, technical professionals, and managers.
  • Ability to identify material hazards, recommend workable controls, document findings, and follow actions through completion.
  • Clear written and verbal communication, including the ability to address unsafe conditions directly and respectfully.
  • Ability to influence without taking ownership away from operating managers or exceeding delegated authority.
  • Strong organization, investigation, training, recordkeeping, and follow-through skills.
  • Sound judgment with confidential medical, personnel, investigative, and legally sensitive information.
Physical and Work Environment Requirements
